primary source materials relative to <strong>the</strong> history of <strong>the</strong> civil space program is <strong>the</strong><br />

NASA Historical Reference Collection of <strong>the</strong> NASA History Division located at<br />

<strong>the</strong> Agency’s Wash<strong>in</strong>gton headquarters. Project assistants combed this collection<br />

for <strong>the</strong> “cream” of <strong>the</strong> wealth of material housed <strong>the</strong>re. Indeed, one purpose<br />

of this series from <strong>the</strong> start was to capture some of <strong>the</strong> highlights of <strong>the</strong> hold<strong>in</strong>gs<br />

at Headquarters. Historical materials housed at <strong>the</strong> o<strong>the</strong>r NASA <strong>in</strong>stallations,<br />

at <strong>in</strong>stitutions of higher learn<strong>in</strong>g, and Presidential libraries were o<strong>the</strong>r sources<br />

of documents considered for <strong>in</strong>clusion, as were papers <strong>in</strong> <strong>the</strong> archives of <strong>in</strong>dividuals<br />

and firms <strong>in</strong>volved <strong>in</strong> open<strong>in</strong>g up space for exploration.<br />

Copies of <strong>the</strong> documents <strong>in</strong>cluded <strong>in</strong> this volume <strong>in</strong> <strong>the</strong>ir orig<strong>in</strong>al form will<br />

be deposited <strong>in</strong> <strong>the</strong> NASA Historical Reference Collection. Ano<strong>the</strong>r complete<br />

set of project materials is located at <strong>the</strong> Space Policy Institute at George<br />

Wash<strong>in</strong>gton University. <strong>The</strong>se materials <strong>in</strong> <strong>the</strong>ir orig<strong>in</strong>al forms are available<br />

for use by researchers seek<strong>in</strong>g additional <strong>in</strong>formation about <strong>the</strong> evolution of<br />

<strong>the</strong> U.S. civil space program, or wish<strong>in</strong>g to consult <strong>the</strong> documents repr<strong>in</strong>ted<br />

here<strong>in</strong> <strong>in</strong> <strong>the</strong>ir orig<strong>in</strong>al form.<br />

<strong>The</strong> documents selected for <strong>in</strong>clusion <strong>in</strong> this volume are presented <strong>in</strong> two<br />

chapters: one cover<strong>in</strong>g <strong>the</strong> Mercury and Gem<strong>in</strong>i projects and ano<strong>the</strong>r cover<strong>in</strong>g<br />

Project Apollo.<br />

Volume I <strong>in</strong> this series covered <strong>the</strong> antecedents to <strong>the</strong> U.S. space program,<br />

and <strong>the</strong> orig<strong>in</strong>s and evolution of U.S. space policy and of NASA as an <strong>in</strong>stitution.<br />

Volume II dealt with <strong>the</strong> relations between <strong>the</strong> civilian space program<br />

of <strong>the</strong> United States and <strong>the</strong> space activities of o<strong>the</strong>r countries; <strong>the</strong> relations<br />

between <strong>the</strong> U.S. civilian and national security space and military efforts; and<br />

NASA’s relations with <strong>in</strong>dustry and academic <strong>in</strong>stitutions. Volume III provided<br />

documents on satellite communications, remote sens<strong>in</strong>g, and <strong>the</strong> economics<br />

of space applications. Volume IV covered various forms of space transportation.<br />

Volume V covered <strong>the</strong> orig<strong>in</strong>s of NASA’s space science program and its<br />

efforts <strong>in</strong> solar system exploration and astrophysics and astronomy. Volume<br />

VI covered space and Earth science. As noted above, one more future volume<br />

will cover post-Apollo human spaceflight.<br />

Each section <strong>in</strong> <strong>the</strong> present volume is <strong>in</strong>troduced by an overview essay. In <strong>the</strong><br />

ma<strong>in</strong>, <strong>the</strong>se essays are <strong>in</strong>tended to <strong>in</strong>troduce and complement <strong>the</strong> documents<br />

<strong>in</strong> <strong>the</strong> section and to place <strong>the</strong>m <strong>in</strong> a chronological and substantive context.<br />

Each essay conta<strong>in</strong>s references to <strong>the</strong> documents <strong>in</strong> <strong>the</strong> section it <strong>in</strong>troduces,<br />

and also conta<strong>in</strong>s references to documents <strong>in</strong> o<strong>the</strong>r volumes <strong>in</strong> this series.<br />

<strong>The</strong>se <strong>in</strong>troductory essays are <strong>the</strong> responsibility of <strong>the</strong>ir <strong>in</strong>dividual authors,<br />

and <strong>the</strong> views and conclusions conta<strong>in</strong>ed <strong>the</strong>re<strong>in</strong> do not necessarily represent<br />

<strong>The</strong> documents <strong>in</strong>cluded <strong>in</strong> each section were chosen by <strong>the</strong> project team <strong>in</strong><br />
