<strong>Explor<strong>in</strong>g</strong> <strong>the</strong> <strong>Unknown</strong> 119<br />

ment and fund<strong>in</strong>g plans for <strong>the</strong> design, construction, and launch<strong>in</strong>g of<br />

<strong>the</strong>se vehicles. <strong>The</strong>se plans shall <strong>in</strong>clude time schedule for <strong>the</strong> work and<br />

estimates of <strong>the</strong> work to be performed at:<br />

a. AOMC<br />

b. By contract<br />

c. By o<strong>the</strong>r Government agencies [2]<br />

3. <strong>The</strong>re is hereby made available a total of $2,400,000 ($300,000 per vehicle)<br />

under appropriation symbol for obligation by <strong>the</strong> Army Ord<strong>in</strong>ance<br />

Missile Command only for purposes necessary to accomplish <strong>the</strong> work<br />

specified here<strong>in</strong>. <strong>The</strong>se funds are immediately available for direct obligation<br />

and for use <strong>in</strong> reimburs<strong>in</strong>g <strong>the</strong> Army Ord<strong>in</strong>ance Missile Command<br />

for costs <strong>in</strong>curred under this project. <strong>The</strong>se funds are not available for<br />

construction of facilities. Upon approval of detailed development and<br />

f<strong>in</strong>ancial plans, as required here<strong>in</strong> or <strong>in</strong> accordance with amendments to<br />

this request, <strong>the</strong>se funds will be <strong>in</strong>creased as appropriate.<br />

4. <strong>The</strong> Adm<strong>in</strong>istrator of <strong>the</strong> National Aeronautics and Space Adm<strong>in</strong>istration<br />

or his designated representatives will provide policy and technical guidance<br />

for this project. <strong>The</strong> Army Ord<strong>in</strong>ance Missile Command will exercise<br />

<strong>the</strong> necessary detailed technical direction. This general relationship may<br />

be specified <strong>in</strong> greater detail at a later time if such action is necessary.<br />

5. <strong>The</strong> Adm<strong>in</strong>istrator of <strong>the</strong> National Aeronautics and Space Adm<strong>in</strong>istration<br />

will be kept <strong>in</strong>formed of progress on <strong>the</strong> project by proper management,<br />

technical, and account<strong>in</strong>g reports.<br />

6. <strong>The</strong> disposition of equipment and materials procured <strong>in</strong> connection with<br />

this project is subject to direction of <strong>the</strong> National Aeronautics and Space<br />

Adm<strong>in</strong>istration. All reports, manuals, charts, data, and <strong>in</strong>formation as<br />

may be collected or prepared <strong>in</strong> connection with <strong>the</strong> project shall be<br />

made available to <strong>the</strong> National Aeronautics and Space Adm<strong>in</strong>istration<br />

prior to release to o<strong>the</strong>r agencies or <strong>in</strong>dividuals under procedures to be<br />

approved. Such procedures may <strong>in</strong>clude, <strong>in</strong> <strong>the</strong> future, simultaneous<br />

release to <strong>the</strong> NASA and to o<strong>the</strong>r specified agencies.<br />

7. AOMC shall be responsible for preserv<strong>in</strong>g <strong>the</strong> security of <strong>the</strong>se projects <strong>in</strong><br />

accordance with <strong>the</strong> security classification assigned and with <strong>the</strong> security<br />

regulations and procedures of <strong>the</strong> Department of <strong>the</strong> Army.<br />

8. Notwithstand<strong>in</strong>g any o<strong>the</strong>r provisions of this request, AOMC shall not be<br />

bound to take any action <strong>in</strong> connection with <strong>the</strong> performance of this work<br />

that would cause <strong>the</strong> amount for which <strong>the</strong> Government will be obligated<br />

hereunder to exceed <strong>the</strong> funds made available, and <strong>the</strong> authorization of<br />

<strong>the</strong> Army Ord<strong>in</strong>ance Missile Command to proceed with <strong>the</strong> performance<br />

of this work shall be limited accord<strong>in</strong>gly. AOMC shall be responsible<br />

for assur<strong>in</strong>g that all commitments, obligations, and [3] expenditures of<br />

<strong>the</strong> funds made available are made <strong>in</strong> accordance with <strong>the</strong> statutes and<br />

regulations govern<strong>in</strong>g such matters provided that whenever such regula-
