for Aeronautics (NACA), <strong>the</strong>n <strong>in</strong> <strong>the</strong> process of be<strong>in</strong>g transformed <strong>in</strong>to NASA, thought it<br />

should have control of <strong>the</strong> mission as well. <strong>The</strong>se rivalries led to debate and disagreement,<br />

negotiation, and compromise among <strong>the</strong>se various entities. At first, NACA believed it would<br />

have to play a support<strong>in</strong>g role <strong>in</strong> <strong>the</strong> spaceflight <strong>in</strong>itiative, yield<strong>in</strong>g human activities to <strong>the</strong><br />

military, but it became clear as 1958 progressed that <strong>the</strong> White House wanted NASA to take<br />

<strong>the</strong> lead, with <strong>the</strong> military support<strong>in</strong>g its efforts. This set of documents provided a detailed<br />

perspective on <strong>the</strong>se deliberations and <strong>the</strong>ir results.<br />

Subject: Responsibility for “space” programs<br />

May 10, 1958<br />

In your letters of April 2, 1958, you directed <strong>the</strong> Secretary of Defense and<br />

<strong>the</strong> Chairman of <strong>the</strong> National Advisory Committee for Aeronautics to review and<br />

report to you which of <strong>the</strong> “space” programs currently underway or planned by<br />

Defense should be placed under <strong>the</strong> direction of <strong>the</strong> new civilian space agency<br />

proposed <strong>in</strong> your message to Congress. <strong>The</strong>se <strong>in</strong>structions specifically stated that<br />

“<strong>the</strong> new Agency will be given responsibility for all programs except those peculiar<br />

to or primarily associated with military weapons systems or military operations.”<br />

It now appears that <strong>the</strong> two agencies have reached an agreement contemplat<strong>in</strong>g<br />

that certa<strong>in</strong> space programs hav<strong>in</strong>g no clear or immediate military<br />

applications would rema<strong>in</strong> <strong>the</strong> responsibility of <strong>the</strong> Department of Defense. This<br />

agreement would be directly contrary to your <strong>in</strong>structions and to <strong>the</strong> concept<br />

underly<strong>in</strong>g <strong>the</strong> legislation <strong>the</strong> adm<strong>in</strong>istration has submitted to Congress.<br />

<strong>The</strong> agreement is primarily <strong>the</strong> result of <strong>the</strong> determ<strong>in</strong>ation of <strong>the</strong> Defense<br />

representatives not to rel<strong>in</strong>quish control of programs <strong>in</strong> areas which <strong>the</strong>y feel might<br />

some day have military significance. <strong>The</strong> NACA representatives apparently have felt<br />

obliged to accept an agreement on <strong>the</strong> best terms acceptable to Defense.<br />

Specifically, Defense does not wish to turn over to <strong>the</strong> new agency all<br />

projects related to plac<strong>in</strong>g “man <strong>in</strong> space” and certa<strong>in</strong> major component projects<br />

such as <strong>the</strong> proposed million pound thrust eng<strong>in</strong>e development. <strong>The</strong> review by<br />

your Scientific Advisory Committee did not see any immediate military applications<br />

of <strong>the</strong>se projects.<br />

<strong>The</strong> effect of <strong>the</strong> proposed agreement would be to divide responsibility<br />

for programs primarily of scientific <strong>in</strong>terest between <strong>the</strong> two agencies. This would<br />

be an undesirable and unnecessary division of responsibility and would be highly
