First Steps <strong>in</strong>to Space: Projects Mercury and Gem<strong>in</strong>i<br />

achievements. <strong>The</strong>se <strong>in</strong>cluded: a) a full-scale review of both <strong>the</strong> civil and military programs<br />

of <strong>the</strong> U.S. (scientific satellite efforts and ballistic missile development); b) establishment of<br />

a Presidential science advisor <strong>in</strong> <strong>the</strong> White House who had responsibility for oversee<strong>in</strong>g <strong>the</strong><br />

activities of <strong>the</strong> Federal government <strong>in</strong> science and technology; c) creation of <strong>the</strong> Advanced<br />

Research Projects Agency <strong>in</strong> <strong>the</strong> Department of Defense, and <strong>the</strong> consolidation of several<br />

space activities under centralized management by that agency; d) <strong>the</strong> proposed establishment<br />

of a new space agency, NASA, based on NACA to manage civil space operations; and e) passage<br />

of <strong>the</strong> National Defense Education Act to provide federal fund<strong>in</strong>g for education <strong>in</strong> <strong>the</strong> scientific<br />

and technical discipl<strong>in</strong>es. As this was tak<strong>in</strong>g place, NACA leaders studied <strong>the</strong> possibility<br />

of launch<strong>in</strong>g a human <strong>in</strong>to space. <strong>The</strong>se documents represent <strong>the</strong> deliberations tak<strong>in</strong>g place<br />

dur<strong>in</strong>g this time that explored how <strong>in</strong>itial human spaceflight might be accomplished and suggest<br />

<strong>the</strong> wide variety of concepts be<strong>in</strong>g exam<strong>in</strong>ed. In Document I-3, WADC is <strong>the</strong> abbreviation<br />

MEMORANDUM For Associate Director<br />

Subject: M<strong>in</strong>imum man-<strong>in</strong>-space proposals presented at WADC, January 29, 1958<br />

to February 1, 1958<br />

1. <strong>The</strong> purpose of a series of meet<strong>in</strong>gs at WADC under <strong>the</strong> Chairmanship of<br />

Mr. E. Barton Bell was to hear proposals from various contractors on <strong>the</strong> quickest<br />

way to put man <strong>in</strong> space.<br />

2. Proposals fell <strong>in</strong>to two rough categories: (a) a blunt-nose cone or nearspherical<br />

zero-lift high-drag vehicle of a ton to a ton-and-a-half weight, and (b) a<br />

hypersonic glider of <strong>the</strong> ROBO or Dyna-Soar type. <strong>The</strong> first category of vehicles<br />

used exist<strong>in</strong>g ICBM vehicles as boosters; <strong>the</strong> second used more complex and arbitrary<br />

multiplex arrangements of exist<strong>in</strong>g large-thrust rocket eng<strong>in</strong>es. A number of<br />

contractors looked at <strong>the</strong> zero-lift high-drag m<strong>in</strong>imum weight vehicle as <strong>the</strong> obvious<br />

expedient for beat<strong>in</strong>g <strong>the</strong> Russians and <strong>the</strong> Army <strong>in</strong>to space. O<strong>the</strong>rs, notably<br />

Bell, Northrup, and Republic Aviation, set this idea aside as a stunt and consequently<br />

<strong>the</strong>se contractors stressed <strong>the</strong> more elaborate recoverable hypersonic<br />

glider vehicle as <strong>the</strong> practical approach to <strong>the</strong> problems of flight <strong>in</strong> space. In <strong>the</strong><br />

follow<strong>in</strong>g paragraphs <strong>the</strong> no-lift m<strong>in</strong>imum weight vehicles are reviewed first without<br />

regard for order of presentation and <strong>the</strong> hypersonic glider vehicles follow. An<br />

effort is made to summarize <strong>the</strong> pert<strong>in</strong>ent gross features of each proposed vehicle<br />

at <strong>the</strong> head of each review and some of <strong>the</strong> details are discussed <strong>the</strong>reafter.
