nation <strong>in</strong> space.<br />

2. Impact on Science and <strong>the</strong> Scientific Community<br />

At this time, <strong>the</strong> entire cognizant scientific community is strongly <strong>in</strong><br />

favor of Apollo 16 and 17. Cancellation would come as a shock and a surprise<br />

<strong>in</strong> view of <strong>the</strong> strong support <strong>the</strong>se missions have received from <strong>the</strong> President’s<br />

Science Adviser, all of NASA’s science advisory groups, NASA manage ment, and<br />

<strong>the</strong> Congress. <strong>The</strong>re will be strong and vocal critical reaction.<br />

[3] 3. Impact on Industry.<br />

Taken by itself, <strong>the</strong> direct impact of <strong>the</strong> cancellation of Apollo 16 and 17<br />

would be fur<strong>the</strong>r reductions <strong>in</strong> 1972 of over 6,000 aerospace jobs. <strong>The</strong> hardest hit<br />

areas would be Sou<strong>the</strong>rn California, Long Island, Cape Kennedy, and Houston.<br />

Unless <strong>the</strong> decision is coupled with commitments and actions to proceed with and<br />

possibly expedite o<strong>the</strong>r programs, like <strong>the</strong> space shuttle, it will be a devastat<strong>in</strong>g<br />

blow, actually and psychologically, to an already hard-hit <strong>in</strong>dustry.<br />

4. Impact on NASA.<br />

<strong>The</strong> impact on NASA will be felt most strongly at Houston and, to a lesser<br />

extent, at Huntsville and Cape Kennedy. A major problem will be to hold toge<strong>the</strong>r<br />

for over a year <strong>the</strong> team we will need to rely on to conduct safely <strong>the</strong> Skylab<br />

missions <strong>in</strong> 1973. We will have to deal with <strong>the</strong> difficult and visible problem of <strong>the</strong><br />

futures of <strong>the</strong> 16 astronauts now assigned to Apollo 16 and 17. <strong>The</strong> blow to morale<br />

throughout NASA will be serious unless, aga<strong>in</strong>, <strong>the</strong> decision is coupled with clear<br />

decisions and commitments on future programs.<br />

5. Impact on <strong>the</strong> Public.<br />

<strong>The</strong> large segment of space enthusiasts <strong>in</strong> <strong>the</strong> population at large<br />

would be extremely disappo<strong>in</strong>ted by <strong>the</strong> proposed cancellation. Included <strong>in</strong> this<br />

group would be millions who have come to Cape Kennedy, often from very long<br />

distances, to witness Apollo launches, and <strong>the</strong> much larger numbers who follow<br />

each mission closely on TV. <strong>The</strong>se groups may be a m<strong>in</strong>ority <strong>in</strong> <strong>the</strong> U.S. but <strong>the</strong>y<br />

are quite vocal and certa<strong>in</strong>ly non-negligible <strong>in</strong> size.<br />

6. Impact Abroad<br />

It is our understand<strong>in</strong>g from USIA reports that <strong>the</strong> Apollo flights have<br />

been a major plus factor for <strong>the</strong> U.S. image abroad. <strong>The</strong> impact of cancell<strong>in</strong>g [sic]<br />

Apollo 16 and 17 should be assessed <strong>in</strong> arriv<strong>in</strong>g at a decision.<br />

[4] RATIONALE AND ACTIONS REQUIRED<br />

If a decision is made to cancel Apollo 16 and 17, it is essential to provide a clearly<br />

stated and defensible rationale and take constructive actions to m<strong>in</strong>imize <strong>the</strong><br />

adverse impacts of <strong>the</strong> cancellation on <strong>the</strong> space program, <strong>the</strong> Adm<strong>in</strong>istration,
