Project Apollo: Americans to <strong>the</strong> Moon<br />

In our conversation last week, you <strong>in</strong>dicated that cancel lation of Apollo 16 and 17 was<br />

be<strong>in</strong>g considered by <strong>the</strong> President and asked for my views on <strong>the</strong> actions that should<br />

be taken to offset or m<strong>in</strong>imize <strong>the</strong> adverse consequences if such a decision is made.<br />

From a scientific standpo<strong>in</strong>t <strong>the</strong>se f<strong>in</strong>al two missions are extremely important,<br />

especially Apollo 17 which will be <strong>the</strong> only flight carry<strong>in</strong>g some of <strong>the</strong> most<br />

advanced experiments orig<strong>in</strong>ally planned for Apollos 18 and 19, cancelled last<br />

year. With what we have learned from Apollo 15 and previous missions, we seem<br />

to be on <strong>the</strong> verge of discover<strong>in</strong>g what <strong>the</strong> entire moon is like: its structure,<br />

its composition, its resources, and perhaps even its orig<strong>in</strong>. If Apollo 16 and<br />

17 lead to <strong>the</strong>se discoveries, <strong>the</strong> Apollo program will go down <strong>in</strong> history not<br />

only as man’s greatest adventure, but also as his greatest scientific achievement.<br />

Recogniz<strong>in</strong>g <strong>the</strong> great scientific potential and <strong>the</strong> relatively small sav<strong>in</strong>g ($133<br />

million) compared to <strong>the</strong> <strong>in</strong>vestment already made <strong>in</strong> Apollo ($24 billion),<br />

I must as Adm<strong>in</strong>istrator of NASA strongly recommend that <strong>the</strong> program be<br />

carried to completion as now planned.<br />

If broader considerations, never<strong>the</strong>less, lead to a decision to cancel Apollo 16<br />

and 17, <strong>the</strong> consequences would be much more serious than <strong>the</strong> loss of a major<br />

scientific opportunity. Unless compensatory actions are taken at <strong>the</strong> same time to<br />

offset and m<strong>in</strong>imize <strong>the</strong> impact, this decision could be a blow from which <strong>the</strong> space<br />

program might not easily recover. As you requested, I will summarize <strong>the</strong> pr<strong>in</strong>cipal<br />

adverse conse quences as I see <strong>the</strong>m and <strong>the</strong>n outl<strong>in</strong>e my recommendations on<br />

<strong>the</strong> compensatory actions necessary.<br />

[2] PRINCIPAL ADVERSE CONSEQUENCES<br />

1. Negative Effect on Congressional and Public Support.<br />

Without strong compensatory actions, a decision to cancel Apollo 16 and<br />

17 would underm<strong>in</strong>e <strong>the</strong> support <strong>the</strong> space program now enjoys and jeopardize <strong>the</strong><br />

cont<strong>in</strong>ued support that is re quired over <strong>the</strong> years to susta<strong>in</strong> <strong>the</strong> nation’s position<br />

<strong>in</strong> space. Even though enthusiasm for <strong>the</strong> space program has dim<strong>in</strong>ished s<strong>in</strong>ce<br />

<strong>the</strong> first lunar land<strong>in</strong>g, NASA has cont<strong>in</strong>ued to receive better than 98 percent of<br />

its budget requests each year (99.94% <strong>in</strong> FY 1972) because a substantial majority<br />

has accepted <strong>the</strong> judgments of <strong>the</strong> Adm<strong>in</strong>istration and NASA’s leadership that <strong>the</strong><br />

space program is vital to <strong>the</strong> United States and that <strong>the</strong> programs recommended<br />

each year are neces sary to achieve our goals. Cancellation of Apollo 16 and 17<br />

would underm<strong>in</strong>e this support <strong>in</strong> two ways.<br />

First, it would call <strong>in</strong>to question our credibility on this and o<strong>the</strong>r major<br />

elements of <strong>the</strong> space program s<strong>in</strong>ce it would be a sudden reversal of <strong>the</strong> position<br />

we have so recently strongly supported <strong>in</strong> defense of our FY 1972 budget.<br />

Second, it would term<strong>in</strong>ate our best known, most visible and most excit<strong>in</strong>g<br />

program which, <strong>in</strong> <strong>the</strong> m<strong>in</strong>ds of many <strong>in</strong> Congress and <strong>the</strong> public, has been <strong>the</strong><br />

symbol of <strong>the</strong> space program and its success.<br />

<strong>The</strong>se factors, unless offset by strong positive actions, could result <strong>in</strong> a<br />

loss of confidence and <strong>in</strong>terest that would have a “dom<strong>in</strong>o” effect, caus<strong>in</strong>g us to
