With respect to articles <strong>in</strong> Category C above, Mr. Scheer should be notified <strong>in</strong><br />

advance of <strong>the</strong> mission of any items which are or may appear to be duplicates of<br />

items <strong>the</strong> President or o<strong>the</strong>rs might present to Governors, Heads of State, etc.<br />

<strong>The</strong> value of <strong>the</strong>se “one-of-a-k<strong>in</strong>d” presentations can be dim<strong>in</strong>ished if <strong>the</strong>re is a<br />

proliferation of such items. Flags and patches particularly fall <strong>in</strong>to this category.<br />

Public announcement has or will be made of all items <strong>in</strong> Categories A and B <strong>in</strong><br />

advance of <strong>the</strong> mission except for <strong>the</strong> items under B3, any release concern<strong>in</strong>g<br />

which is subject to a separate decision.<br />

For <strong>the</strong> general public, <strong>the</strong> two highlights of <strong>the</strong> Apollo 8 mission at Christmas time 1968<br />

were <strong>the</strong> photograph of Earth ris<strong>in</strong>g over <strong>the</strong> desolate lunar surface and <strong>the</strong> read<strong>in</strong>g of <strong>the</strong><br />

first 10 verses of Genesis from <strong>the</strong> Bible by <strong>the</strong> crew on Christmas Eve.<br />
