THE PROBLEM<br />

THE SOVIET SPACE PROGRAM<br />

To exam<strong>in</strong>e significant developments <strong>in</strong> <strong>the</strong> Soviet space program s<strong>in</strong>ce <strong>the</strong><br />

publication of NIE 11-1-67, “<strong>The</strong> Soviet Space Program,” dated 2 March 1967,<br />

TOP SECRET, and to assess <strong>the</strong> impact of those developments on future Soviet<br />

space efforts with particular emphasis on <strong>the</strong> manned lunar land<strong>in</strong>g program.<br />

DISCUSSION<br />

1. In <strong>the</strong> year s<strong>in</strong>ce publication of NIE 11-1-67, <strong>the</strong> Soviets have conducted<br />

more space launches than <strong>in</strong> any comparable period s<strong>in</strong>ce <strong>the</strong> program began. 1<br />

Scientific and applied satellites, particularly those hav<strong>in</strong>g military applications,<br />

largely account for <strong>the</strong> <strong>in</strong>creased activity. <strong>The</strong> Soviets also <strong>in</strong>tensified efforts to<br />

develop what we believe to be a fractional orbit bombardment system (FOBS). 2<br />

<strong>The</strong> photoreconnaissance program cont<strong>in</strong>ued at <strong>the</strong> same high rates of <strong>the</strong><br />

previous two years.<br />

2. In general, <strong>the</strong> Soviet space program progressed along <strong>the</strong> l<strong>in</strong>es of our<br />

esti mate. It <strong>in</strong>cluded <strong>the</strong> follow<strong>in</strong>g significant developments: new spacecraft<br />

and launch vehicle development, rendezvous and dock<strong>in</strong>g of two unmanned<br />

space craft, an unsuccessful manned flight attempt (which ended <strong>in</strong> <strong>the</strong> death of<br />

Cosmonaut Komarov), <strong>the</strong> successful probe to Venus, an unmanned circumlunar<br />

attempt which failed, and a simulated circumlunar mission. Evidence of <strong>the</strong> past<br />

year <strong>in</strong>dicates that <strong>the</strong> Soviets are cont<strong>in</strong>u<strong>in</strong>g to work toward more advanced<br />

missions, <strong>in</strong>clud<strong>in</strong>g a manned lunar land<strong>in</strong>g, and it provides a better basis for<br />

estimat<strong>in</strong>g <strong>the</strong> sequence and tim<strong>in</strong>g of major events <strong>in</strong> <strong>the</strong> Soviet space program.<br />

3. Consider<strong>in</strong>g additional evidence and fur<strong>the</strong>r analysis, we cont<strong>in</strong>ue to<br />

esti mate that <strong>the</strong> Soviet manned lunar land<strong>in</strong>g program is not <strong>in</strong>tended to be<br />

competitive with <strong>the</strong> US Apollo program. We now estimate that <strong>the</strong> Soviets will<br />
