Project Apollo: Americans to <strong>the</strong> Moon<br />

It is, of course, impossible <strong>in</strong> any set of quarant<strong>in</strong>e plans to anticipate<br />

every eventuality. <strong>The</strong>refore, it is necessary that <strong>the</strong> schemes <strong>in</strong>clude a cont<strong>in</strong>gency<br />

provision that gives <strong>the</strong> Interagency Committee and <strong>the</strong> Regulatory Agencies<br />

adequate opportunity to provide requirements and suggestions for situations not<br />

covered <strong>in</strong> <strong>the</strong> formal plans. It is likewise necessary to emphasize that <strong>in</strong> spite of<br />

efforts be<strong>in</strong>g made to assure aseptic collection and return of lunar samples, <strong>the</strong>re<br />

is no certa<strong>in</strong>ty of <strong>the</strong> complete absence of earth microbial contam<strong>in</strong>ants. And<br />

certa<strong>in</strong>ly, <strong>the</strong> potential of earth contam<strong>in</strong>ants <strong>in</strong> returned lunar samples will be<br />

significantly greater after <strong>the</strong> first Apollo mission.<br />

Astronaut Release Scheme<br />

Table I provides <strong>the</strong> general scheme for <strong>the</strong> quarant<strong>in</strong>e and release of <strong>the</strong><br />

astronauts and medical support personnel <strong>in</strong> <strong>the</strong> Crew Reception Area (CRA) of<br />

<strong>the</strong> Lunar Receiv<strong>in</strong>g Laboratory (LRL). <strong>The</strong> scheme covers three possible results<br />

and <strong>in</strong>dicates <strong>the</strong> course of action for each. Implicit <strong>in</strong> each is an appropriate<br />

review by <strong>the</strong> Interagency Committee and <strong>the</strong> accomplishment of any formal<br />

action and recommendation that might be required.<br />

Proposition I is <strong>the</strong> most likely with release of <strong>the</strong> astronauts and medical<br />

support personnel from <strong>the</strong> CRA after approximately 21 days. This action will<br />

accrue if <strong>the</strong>re are no alterations <strong>in</strong> <strong>the</strong> general health of <strong>the</strong> quarant<strong>in</strong>ed people<br />

and no o<strong>the</strong>r <strong>in</strong>dications of <strong>in</strong>fectious disease due to lunar exposure.<br />

[2] Should a def<strong>in</strong>ite alteration <strong>in</strong> <strong>the</strong> health of one or more persons <strong>in</strong> <strong>the</strong><br />

CRA occur (Proposition II), release of <strong>the</strong> people would probably not be delayed<br />

if <strong>the</strong> alteration is diagnosed as non <strong>in</strong>fectious or is of terrestrial orig<strong>in</strong>. If <strong>the</strong><br />

source of <strong>the</strong> alteration cannot be readily diagnosed, however, some prolongation<br />

of <strong>the</strong> quarant<strong>in</strong>e may be necessary. In ei<strong>the</strong>r case, under Proposition II, review of<br />

<strong>the</strong> data and recommenda tions by <strong>the</strong> Interagency Committee are required.<br />

Proposition III establishes <strong>the</strong> requirement that laboratory personnel<br />

from <strong>the</strong> sample laboratory of <strong>the</strong> LRL be housed <strong>in</strong> <strong>the</strong> CRA follow<strong>in</strong>g a severe<br />

rupture of a cab<strong>in</strong>et system conta<strong>in</strong><strong>in</strong>g lunar material suspected of conta<strong>in</strong><strong>in</strong>g<br />

harmful or <strong>in</strong>fectious materials. While precise specification of events for<br />

Proposition III are not outl<strong>in</strong>ed <strong>in</strong> Table I, <strong>the</strong> NASA medical team should consider<br />

all available <strong>in</strong>formation and make recommendations concern<strong>in</strong>g release of <strong>the</strong><br />

laboratory people. <strong>The</strong>se recommendations should be reviewed and approved<br />

by <strong>the</strong> Interagency Committee. If it is decided that <strong>the</strong> laboratory personnel must<br />

undergo quarant<strong>in</strong>e, <strong>the</strong> medical observations would identify Propositions I or<br />

II <strong>in</strong> Table 1. It must be recognized that this situation could result <strong>in</strong> prolonged<br />

quarant<strong>in</strong>e of <strong>the</strong> astronauts.<br />

Phase I Sample Release Scheme<br />

<strong>The</strong> scheme outl<strong>in</strong>ed <strong>in</strong> Table II provides a general plan for each of<br />

three sets of circumstances result<strong>in</strong>g from quarant<strong>in</strong>e test<strong>in</strong>g of lunar samples.<br />

Exam<strong>in</strong>ation and review of <strong>the</strong> quarant<strong>in</strong>e data by <strong>the</strong> Inter agency Committee<br />

before release or non release of <strong>the</strong> sample is provided <strong>in</strong> each case. In o<strong>the</strong>r words,
