<strong>the</strong> most important effort that ought to be ma<strong>in</strong>ta<strong>in</strong>ed.<br />

SORENSEN:<br />

Right.<br />

KAYSEN: Let me ask a couple more, ra<strong>the</strong>r narrower questions. What led <strong>the</strong><br />

President to pick [James E.] Jim Webb as adm<strong>in</strong>istrator of NASA? What k<strong>in</strong>d of a<br />

man was <strong>the</strong> President look<strong>in</strong>g for, and two years later did he th<strong>in</strong>k he’d gotten<br />

<strong>the</strong> k<strong>in</strong>d of man he was look<strong>in</strong>g for <strong>in</strong> this ra<strong>the</strong>r difficult area?<br />

SORENSEN: My recollection here is not very good, and I’m sure my participation<br />

<strong>in</strong> that decision was remote. I believe that Webb was highly recommended, not<br />

only [7] by <strong>the</strong> Vice President and, I would assume, by Senator [Robert S.] Kerr<br />

and o<strong>the</strong>rs who knew him well, but also by [David E.] Dave Bell and Elmer Staats<br />

who had known him when he’d been <strong>in</strong> <strong>the</strong> government previously. I also have a<br />

dim recollection that <strong>the</strong> President had tried to get o<strong>the</strong>rs to take <strong>the</strong> job although<br />

I do not now remember any names, whom he tried or why <strong>the</strong>y turned it down.<br />

<strong>The</strong> President never expressed any specific dissatisfaction with Webb as<br />

space adm<strong>in</strong>istrator. I th<strong>in</strong>k Webb was not what we would call a Kennedy type<br />

<strong>in</strong>dividual. He was <strong>in</strong>cl<strong>in</strong>ed to talk at great length, and <strong>the</strong> President preferred<br />

those who were more concise <strong>in</strong> <strong>the</strong>ir remarks. He was <strong>in</strong>cl<strong>in</strong>ed to be ra<strong>the</strong>r vague,<br />

somewhat disorganized <strong>in</strong>-his approach to a problem, and <strong>the</strong> President preferred<br />

those who were more precise. From time to time, <strong>the</strong> President would check with<br />

him on progress he was mak<strong>in</strong>g --whe<strong>the</strong>r <strong>the</strong> President’s own commitments would<br />

be upheld. <strong>The</strong> President was will<strong>in</strong>g to see a large chunk of <strong>the</strong> space program<br />

developed with<strong>in</strong> <strong>the</strong> Department of Defense, undoubtedly because he had more<br />

confidence <strong>in</strong> [Robert S.] McNamara’s managerial ability than he did <strong>in</strong> Webb’s.<br />

But even tak<strong>in</strong>g all of <strong>the</strong>se qualifications, I don’t know that <strong>the</strong> President ever<br />

regretted his appo<strong>in</strong>tment of Webb, or wished that he had named someone else.<br />

In late 1965, at <strong>the</strong> request of NASA Associate Adm<strong>in</strong>istrator for Manned Space Flight<br />

George Mueller, Major General Samuel Phillips, Apollo Program Director at NASA<br />

Headquarters, <strong>in</strong>itiated a review of <strong>the</strong> work of North American Aviation, Inc. (referred to <strong>in</strong><br />

this document as NAA) to determ<strong>in</strong>e why <strong>the</strong> company was beh<strong>in</strong>d schedule and over budget<br />

on both <strong>the</strong> Apollo Command and Service Module and <strong>the</strong> second (S-II) stage of <strong>the</strong> Saturn<br />

V launch vehicle. This highly critical review was transmitted to North American’s president<br />

Lee Atwood on 19 December. <strong>The</strong> review took on added significance <strong>in</strong> <strong>the</strong> aftermath of <strong>the</strong>
