IB and V would strongly <strong>in</strong>dicate cancellation of Saturn I manned flights.<br />

• Fund<strong>in</strong>g <strong>in</strong>creases of $400M to $700M <strong>in</strong> FY 65 and $700M to $1100M<br />

each <strong>in</strong> FY 66 and 67 could accelerate <strong>the</strong> program by one to two years<br />

with a decrease <strong>in</strong> total program cost.<br />

<strong>The</strong> subject meet<strong>in</strong>g convened at 8:30 a.m. All members were present<br />

with <strong>the</strong> exception of Mr. Elms.<br />

<strong>The</strong> Program Review portion of <strong>the</strong> meet<strong>in</strong>g was conducted from 8:30 a.m.<br />

- 2:40 p.m. as scheduled, and <strong>the</strong> action m<strong>in</strong>utes for that portion of <strong>the</strong> session are<br />

<strong>The</strong> follow<strong>in</strong>g additional items were considered outside <strong>the</strong> Program<br />

Review.<br />

1. Dr. Mueller stressed <strong>the</strong> importance of a philosophical approach to<br />

meet<strong>in</strong>g schedules which m<strong>in</strong>imizes “dead-end” test<strong>in</strong>g, and maximized “allup”<br />

systems flight tests. He also said <strong>the</strong> philosophy should <strong>in</strong>clude obta<strong>in</strong><strong>in</strong>g<br />

complete systems at <strong>the</strong> Cape (thus m<strong>in</strong>imize “re-build<strong>in</strong>g” at <strong>the</strong> Cape), and<br />

schedul<strong>in</strong>g both delivery and launch dates. (In expla<strong>in</strong><strong>in</strong>g “dead-end” test<strong>in</strong>g he<br />

referred to tests <strong>in</strong>volv<strong>in</strong>g components or systems that will not fly operationally<br />

without major modification.)<br />
