guidel<strong>in</strong>e fund<strong>in</strong>g and constra<strong>in</strong>ts.<br />

• Program cost through <strong>in</strong>itial lunar land<strong>in</strong>g attempt will approximate 24<br />

billion dollars (R&D Direct only)<br />

• Progress on program <strong>in</strong>adequate to provide schedule associated with<br />
