can launch a mission every two months, s<strong>in</strong>ce it requires only a s<strong>in</strong>gle C-5 launch.<br />

We are conv<strong>in</strong>ced that <strong>the</strong> time difference between <strong>the</strong> EOR and LOR modes is<br />

now at <strong>the</strong> very least one year, and most probably <strong>in</strong> excess of 18 months.<br />

<strong>The</strong> orig<strong>in</strong>al mode selection study <strong>in</strong>dicated that <strong>the</strong> LOR mode was 10 to<br />

15% less expensive than <strong>the</strong> EOR approach. This difference arises primarily from<br />

<strong>the</strong> extra cost of launch vehicles for <strong>the</strong> EOR mode. This conclusion is still valid.<br />

In addition to both schedule and cost advantages, <strong>the</strong> LOR mode provides<br />

<strong>the</strong> cleanest management structure with<strong>in</strong> <strong>the</strong> NASA organization. <strong>The</strong> <strong>in</strong>terface<br />

between <strong>the</strong> spacecraft and launch vehicle is simpler, and <strong>the</strong> responsibilities of<br />

<strong>the</strong> Manned Spacecraft Center at Houston and <strong>the</strong> Marshall Space Flight Center<br />

at Huntsville are easily def<strong>in</strong>ed and provide m<strong>in</strong>imum <strong>in</strong>terfaces between items<br />

under development at <strong>the</strong> two Centers.<br />

In conclusion, <strong>the</strong> studies conducted s<strong>in</strong>ce June of this year, and <strong>the</strong><br />

additional work done with<strong>in</strong> NASA and <strong>in</strong>dustry on <strong>the</strong> LOR approach, have<br />

<strong>in</strong>dicated that <strong>the</strong> LOR mode offers <strong>the</strong> best opportunity of meet<strong>in</strong>g <strong>the</strong> U.S. goal<br />

of manned lunar land<strong>in</strong>g with<strong>in</strong> this decade.<br />

<strong>The</strong> President’s conclusion on <strong>the</strong> moon method is that he would like a last letter<br />

to Webb stat<strong>in</strong>g someth<strong>in</strong>g of <strong>the</strong> follow<strong>in</strong>g:<br />

(1) that <strong>the</strong> choice of a means is obviously a matter of <strong>the</strong> highest<br />

importance render<strong>in</strong>g <strong>the</strong> most careful technical reviews;<br />

(2) that serious reservations had been expressed by PSAC panel (with<br />

some discussion of its terms of reference and its competence) and that for that<br />

reason <strong>the</strong> President has been glad to know that <strong>the</strong> matter is be<strong>in</strong>g reexam<strong>in</strong>ed<br />

<strong>in</strong> NASA;<br />

(3) that <strong>the</strong> President th<strong>in</strong>ks <strong>the</strong> time is com<strong>in</strong>g for a f<strong>in</strong>al recommendation<br />

and relies on Director Webb to review all <strong>the</strong> arguments and to produce that<br />

recommendation.<br />

You may th<strong>in</strong>k of o<strong>the</strong>r th<strong>in</strong>gs that should be <strong>in</strong> such a letter --but what <strong>the</strong><br />

President has <strong>in</strong> m<strong>in</strong>d is that we should make Webb feel <strong>the</strong> responsibility for a<br />

def<strong>in</strong>ite decision and <strong>the</strong> importance of weigh<strong>in</strong>g all op<strong>in</strong>ions, without try<strong>in</strong>g to<br />

make his decision for him.<br />
