items of Cost Experience and Cost Estimate. <strong>The</strong> board fur<strong>the</strong>r found that <strong>the</strong><br />

Organization and Management Panel had sufficient <strong>in</strong>formation to adequately<br />

assess <strong>the</strong> Cost Experience item and so its rat<strong>in</strong>g of this item was used. <strong>The</strong> board<br />

through <strong>the</strong> use of an Ad Hoc Panel analysed <strong>the</strong> realism of <strong>the</strong> cost estimates <strong>in</strong><br />

relation to <strong>the</strong> work proposed and subsequently rated this item. <strong>The</strong> rat<strong>in</strong>g for<br />

each proposal <strong>in</strong> <strong>the</strong> three major areas and a summary weight<strong>in</strong>g obta<strong>in</strong>ed by<br />

apply<strong>in</strong>g <strong>the</strong> weight factors is presented below.<br />

proposals received <strong>the</strong> same rat<strong>in</strong>g. In assess<strong>in</strong>g <strong>the</strong> rat<strong>in</strong>gs, <strong>the</strong> board recognized<br />

that all <strong>the</strong> proposals had received high rat<strong>in</strong>gs <strong>in</strong> <strong>the</strong> Bus<strong>in</strong>ess area, <strong>the</strong> lowest<br />

rat<strong>in</strong>g (7.59) be<strong>in</strong>g higher than <strong>the</strong> highest rat<strong>in</strong>g (6.66) received <strong>in</strong> ei<strong>the</strong>r<br />

<strong>the</strong> Technical Approach or Technical Qualifications area. S<strong>in</strong>ce those rat<strong>in</strong>gs<br />

established [11] that all <strong>the</strong> companies could more than adequately handle<br />

<strong>the</strong> bus<strong>in</strong>ess aspects of <strong>the</strong> program, <strong>the</strong> board turned its consideration to <strong>the</strong><br />

Technical Evaluation for fur<strong>the</strong>r analysis of <strong>the</strong> rat<strong>in</strong>gs.<br />

<strong>The</strong> rat<strong>in</strong>gs of <strong>the</strong> proposals consider<strong>in</strong>g only <strong>the</strong> Technical Evaluation<br />

areas of Approach and Qualifications are as follows:
