Project Apollo: Americans to <strong>the</strong> Moon<br />

In addition to studies and services essential to <strong>the</strong> successful operation of<br />

Project Apollo, <strong>the</strong>re is a cont<strong>in</strong>ued need for research and development, design,<br />

eng<strong>in</strong>eer<strong>in</strong>g, fabrication and assembly of material and equipment.<br />

<strong>The</strong> proposed class of contracts does not call for quantity production of<br />

any article.<br />

It is impossible to describe <strong>in</strong> precise detail, or by any def<strong>in</strong>ite draw<strong>in</strong>gs or<br />

specifications, <strong>the</strong> nature or <strong>the</strong> work to be performed; only <strong>the</strong> ultimate objectives<br />

and <strong>the</strong> general scope or <strong>the</strong> work can be outl<strong>in</strong>ed. <strong>The</strong> materials, equipment,<br />

and services to be procured for Project Apollo will be <strong>in</strong> quantities requir<strong>in</strong>g <strong>the</strong><br />

high reliability and performance critical to <strong>the</strong> successful performance or <strong>the</strong><br />

Manned Satellite Vehicle program.<br />

Determ<strong>in</strong>ation<br />

Based on <strong>the</strong> f<strong>in</strong>d<strong>in</strong>gs above made, I hereby determ<strong>in</strong>e that <strong>the</strong> proposed<br />

contracts are for experimental, developmental or research work, or for <strong>the</strong> mak<strong>in</strong>g<br />

or furnish<strong>in</strong>g of property for experiment, test, development and research.<br />

This class determ<strong>in</strong>ation shall rema<strong>in</strong> <strong>in</strong> effect until June 30, 1962.<br />

1. <strong>The</strong> follow<strong>in</strong>g personnel are designated to serve as a Source<br />

Evaluation Board <strong>in</strong> connection with <strong>the</strong> procurement of development of<br />

spacecraft required for <strong>the</strong> Apollo Project. This Board, operat<strong>in</strong>g at <strong>the</strong> direction<br />

of <strong>the</strong> chairman, will review proposals from prospective contractors and based<br />

on its f<strong>in</strong>d<strong>in</strong>gs recommend source selection to this office for approval:<br />
