Project Apollo: Americans to <strong>the</strong> Moon<br />

will be drawn from appropriate Government personnel. Recommendations<br />

for Board appo<strong>in</strong>tments are attached, (Enclosure No. 2) for approval by <strong>the</strong><br />

Associate Adm<strong>in</strong>istrator. Committee appo<strong>in</strong>tments anticipated at this time are<br />

also attached for <strong>in</strong>formation, (Enclosure No. 3).<br />

REQUEST FOR PROPOSALS<br />

<strong>The</strong> Source Evaluation Board will review <strong>the</strong> Request for Proposals, prior to <strong>the</strong><br />

release to <strong>the</strong> selected prospective contractors, to assure that <strong>the</strong> RFP is complete<br />

<strong>in</strong> all details as to <strong>the</strong> technical, management and cost aspects and fur<strong>the</strong>r, that<br />

it will adequately serve <strong>the</strong> <strong>in</strong>tended purposes. <strong>The</strong> Source Evaluation Board<br />

shall be free to comment on and recommend any changes <strong>in</strong> <strong>the</strong> RFP considered<br />

essential to meet all Project Apollo objectives.<br />

PROPOSAL EVALUATION<br />

<strong>The</strong> evaluation of proposals submitted by <strong>in</strong>dustry will be <strong>the</strong> primary responsibility<br />

of <strong>the</strong> Source Evaluation Board. In <strong>the</strong>se evaluations <strong>the</strong> Board will be free to<br />

seek fur<strong>the</strong>r <strong>in</strong>formation from bidders or to offer bidders <strong>the</strong> opportunity of<br />

mak<strong>in</strong>g fur<strong>the</strong>r oral or written clarification of <strong>the</strong>ir submissions. In addition,<br />

<strong>the</strong> Board should be authorized to establish additional sub-committee, work<br />

groups or consult<strong>in</strong>g relationships with o<strong>the</strong>r NASA employees or with o<strong>the</strong>r<br />

Government consultants as required. Where desirable, members of <strong>the</strong> Source<br />

Evaluation Board will be authorized to visit <strong>the</strong> facilities of bidders to acqua<strong>in</strong>t<br />

<strong>the</strong>mselves at first hand with <strong>the</strong> personnel and facilities with which project work<br />

would be carried out. <strong>The</strong> f<strong>in</strong>al product of <strong>the</strong> work of <strong>the</strong> Source Evaluation<br />

Board will be a presentation of f<strong>in</strong>d<strong>in</strong>gs to <strong>the</strong> Adm<strong>in</strong>istrator.<br />

BIDDERS CONFERENCE<br />

Twelve days after release of <strong>the</strong> RFP a pr<strong>in</strong>cipal contractors bidders conference<br />

will be held at <strong>the</strong> Space Task Group, Langley Field, Virg<strong>in</strong>ia or such o<strong>the</strong>r<br />

suitable location <strong>in</strong> this geographical area as considered appropriate, for a<br />

detailed brief<strong>in</strong>g on <strong>the</strong> proposed procurement. Contractors who are <strong>in</strong>vited<br />

will be limited to a maximum of 10 representatives each which limitation shall<br />

<strong>in</strong>clude any subcontractor representatives. Attendance by contractors will be<br />

limited to those companies <strong>in</strong>vited to submit proposals.<br />

CONTRACT COST DETERMINATION<br />

In view of <strong>the</strong> significant nature of this procurement, specific attention, review,<br />

and analysis will be given by STG <strong>in</strong> determ<strong>in</strong><strong>in</strong>g <strong>the</strong> reasonableness of costs<br />

submitted by a contractor. To meet this objective, contractors will be required<br />

to prepare comprehensive and extensive cost breakdowns for each category of<br />

proposed contract performance. Each contractor will be required to furnish with<br />

his proposal his procedures and techniques, as appropriate, for his account<strong>in</strong>g<br />

system, which shall <strong>in</strong>clude but not necessarily be limited to; methods of cost<strong>in</strong>g<br />

labor, material, burdens, etc., to each contract; cost estimation and reimbursement
