Project Apollo: Americans to <strong>the</strong> Moon<br />

hardware, laboratory models, “test” spacecraft, certa<strong>in</strong> long lead items, and a<br />

detailed eng<strong>in</strong>eer<strong>in</strong>g mockup of <strong>the</strong> Apollo Spacecraft.<br />

<strong>The</strong> Adm<strong>in</strong>istrator may determ<strong>in</strong>e that negotiation will be conducted with<br />

several companies. If such negotiations are directed, <strong>the</strong> names of <strong>the</strong><br />

companies selected for negotiations will not be announced. Follow<strong>in</strong>g<br />

completion of such negotiation, <strong>the</strong> Source Evaluation Board will aga<strong>in</strong><br />

report to <strong>the</strong> Adm<strong>in</strong>istrator <strong>the</strong> results of <strong>the</strong> negotiations at which time he<br />

will determ<strong>in</strong>e that company with which to negotiate a contract if satisfactory<br />

terms can be arranged. Announcement of such selection will <strong>the</strong>n be made<br />

<strong>in</strong> accordance with NASA regulations. Negotiations will be conducted by<br />

<strong>the</strong> Space Task Group procurement and technical staffs, with supplemental<br />

assistance from Headquarters management and technical staffs. <strong>The</strong> contract<br />

will be negotiated to spell out as extensively as possible all facets of contractor<br />

organization, management, technical performance and cost control to achieve<br />

<strong>the</strong> maximum assurance of protection of <strong>the</strong> <strong>in</strong>terests of <strong>the</strong> Government,<br />

consonant with <strong>the</strong> urgency of <strong>the</strong> work of <strong>the</strong> Project.<br />

SELECTION OF BIDDERS LIST<br />

<strong>The</strong> field of contractors suitably qualified to undertake a program of this<br />

magnitude is limited. It is <strong>in</strong>tended to solicit proposals from only 12 [6] companies<br />

who have <strong>in</strong>dicated <strong>the</strong>ir def<strong>in</strong>ite <strong>in</strong>terest <strong>in</strong> <strong>the</strong> Apollo Program and who have<br />

demonstrative competence and capability to successfully perform <strong>the</strong> procurement<br />

under consideration. Any o<strong>the</strong>r firms who may request an opportunity to submit<br />

a proposal will be required to furnish substantiat<strong>in</strong>g evidence as to <strong>the</strong>ir ability to<br />

perform before a request for proposal will be furnished. Space Task Group will<br />

ma<strong>in</strong>ta<strong>in</strong> a complete documentation of <strong>the</strong> reasons for selection of companies<br />

<strong>in</strong>vited to receive request for proposal and <strong>the</strong> reasons for decl<strong>in</strong><strong>in</strong>g to furnish<br />

requests for proposal to any company so request<strong>in</strong>g.<br />
