<strong>Explor<strong>in</strong>g</strong> <strong>the</strong> <strong>Unknown</strong> 505<br />

TYPE OF CONTRACT ADMINISTRATION<br />

It is <strong>in</strong>tended that a Cost-Plus-a-Fixed-Fee type of contract will be used <strong>in</strong>itially <strong>in</strong><br />

<strong>the</strong> procurement of <strong>the</strong> spacecraft.<br />

A copy of <strong>the</strong> necessary Class Determ<strong>in</strong>ation and F<strong>in</strong>d<strong>in</strong>gs authoriz<strong>in</strong>g negotiation<br />

of contracts for Apollo Spacecraft, pursuant to 10 USC 2304(a)(11), is attached.<br />

(Enclosure No. 1)<br />

In view of <strong>the</strong> magnitude, complexity, and substantial dollar value of <strong>the</strong> Apollo<br />

Spacecraft, a Pr<strong>in</strong>cipal Contractor and Associate Prime Contractor method of<br />

procurement is recommended. <strong>The</strong> spacecraft Pr<strong>in</strong>cipal Contractor will be<br />

contractually assigned responsibility and authority for <strong>the</strong> design of <strong>the</strong> system<br />

and <strong>the</strong> <strong>in</strong>tegration of <strong>the</strong> performance specification of all sub-systems and<br />

components to assure that <strong>the</strong>y fit <strong>in</strong>to a compatible, efficient system, and to<br />

manage <strong>the</strong> day-to-day development and production. <strong>The</strong> Space Task Group will<br />

reta<strong>in</strong> authority to make major decisions, resolve conflicts between <strong>the</strong> Spacecraft<br />

Pr<strong>in</strong>cipal Contractor and <strong>the</strong> associated contractors; review and/or approve<br />

decisions made by <strong>the</strong> Pr<strong>in</strong>cipal Contractor; approve <strong>the</strong> make-or-buy policies. In<br />

addition, <strong>the</strong> Space Task Group will control concentration of Pr<strong>in</strong>cipal Contractor<br />

“<strong>in</strong> house” effort; assure competition <strong>in</strong> <strong>the</strong> selection of sub-contractors by<br />

requir<strong>in</strong>g <strong>the</strong> Spacecraft Pr<strong>in</strong>cipal Contractor to take full advantage of <strong>the</strong><br />

facilities and capabilities of exist<strong>in</strong>g sub-system manufacturers by subcontract<strong>in</strong>g<br />

or <strong>the</strong> placement of systems direct by NASA with associated contractors.<br />

Requests for proposals will require, [sic] that companies will furnish a description<br />

of <strong>the</strong> proposed organization and management plan for <strong>the</strong> spacecraft project<br />

<strong>in</strong>clud<strong>in</strong>g names of personnel to be assigned to key positions with<strong>in</strong> such<br />

organization. Prior to commencement of negotiations, NASA will develop a<br />

contract clause which will assure NASA control over <strong>the</strong> selection and retention<br />

of <strong>the</strong> contractor’s key personnel assigned to <strong>the</strong> project.<br />

NASA will reserve <strong>the</strong> right to issue a separate contract to a qualified organization<br />

to assess systems reliability. If it is subsequently determ<strong>in</strong>ed that such a contract is<br />

to be issued, this will be done at about <strong>the</strong> same time as <strong>the</strong> pr<strong>in</strong>cipal contractor<br />

is selected. Similar reliability assessment contracts may be placed for associated<br />

systems, as required.<br />

CONTRACT NEGOTIATION AND AWARD<br />

It is <strong>the</strong> <strong>in</strong>tention of <strong>the</strong> Government to select at this time a contractor qualified<br />

to perform all <strong>the</strong> tasks set forth under paragraph 1a, b, and c of <strong>the</strong> Procurement<br />

Program section of this plan and to award a contract broad enough <strong>in</strong> scope<br />

to provide, with subsequent amendment, for <strong>the</strong> accomplishment of <strong>the</strong> total<br />

tasks required toward <strong>the</strong> completion of <strong>the</strong> Project Apollo Spacecraft Program.<br />

<strong>The</strong> <strong>in</strong>itial contract will specifically cover <strong>the</strong> eng<strong>in</strong>eer<strong>in</strong>g study, detail design,<br />

development of manufactur<strong>in</strong>g techniques, fabrication of breadboards, test
