Project Apollo: Americans to <strong>the</strong> Moon<br />

c. Responsibility for systems eng<strong>in</strong>eer<strong>in</strong>g and systems <strong>in</strong>tegration<br />

for all elements be<strong>in</strong>g developed by o<strong>the</strong>r contractors<br />

associated with Project Apollo Spacecraft systems. It is<br />

<strong>in</strong>tended that <strong>the</strong> same Pr<strong>in</strong>cipal Contractor will be reta<strong>in</strong>ed<br />

for all three phases, however, <strong>the</strong> Government will reta<strong>in</strong><br />

<strong>the</strong> option of select<strong>in</strong>g a new Pr<strong>in</strong>cipal Contractor for Phases<br />

“B” and “C” if it is considered desirable to do so.<br />

2. A contract for <strong>the</strong> development of an Orbit<strong>in</strong>g Laboratory Module<br />

and vehicle adapter for <strong>the</strong> earth orbit<strong>in</strong>g mission.<br />

3. A contract for <strong>the</strong> development of a Propulsion Module to provide a<br />

propulsion system for lunar land<strong>in</strong>g.<br />

4. An associate contract for <strong>the</strong> development of a guidance and<br />

navigation system, to be housed <strong>in</strong> <strong>the</strong> Command Module, required<br />

for use on all manned missions.<br />

RESPONSIBILITIES OF CONTRACTORS<br />

<strong>The</strong> responsibilities of each of <strong>the</strong> associated contractors participat<strong>in</strong>g <strong>in</strong> Project<br />

Apollo Spacecraft procurement will be different and will be developed and<br />

def<strong>in</strong>ed separately as each contract is negotiated and written. Each contract will<br />

conta<strong>in</strong> reliability requirements for mission accomplishment and flight safety.<br />

General types of responsibility, however, can be summarized as follows:<br />

A. Command Module and Service Module Contractor. (Pr<strong>in</strong>cipal Contractor)<br />

<strong>The</strong> contractor assigned responsibility for <strong>the</strong> development of <strong>the</strong> command<br />

module and service module will also be responsible for systems<br />

<strong>in</strong>tegration and systems eng<strong>in</strong>eer<strong>in</strong>g for all missions. <strong>The</strong> Pr<strong>in</strong>cipal Contractor<br />

will serve <strong>in</strong> <strong>the</strong> role of pr<strong>in</strong>cipal <strong>in</strong>tegrator of all modules of <strong>the</strong><br />

spacecraft to assure compatibility and timely and complete execution of<br />

all requirements of each mission. <strong>The</strong> contractor will also serve as <strong>the</strong><br />

pr<strong>in</strong>cipal po<strong>in</strong>t of coord<strong>in</strong>ation with <strong>the</strong> launch vehicle developer to assure<br />

effective solution of <strong>in</strong>terface problems between launch vehicle and<br />

spacecraft components, and with ground support developers to meet all<br />

of <strong>the</strong>ir requirements.<br />

B. Space Laboratory Module and Propulsion Module Contractors.<br />

<strong>The</strong> contractors assigned responsibility for <strong>the</strong> development of Phase A<br />

Space Laboratory Module or Phases C Propulsion Module will be expected<br />

to complete all aspects of <strong>the</strong>ir subsystem and to work under <strong>the</strong><br />

general technical direction of <strong>the</strong> Pr<strong>in</strong>cipal Contractor to assure <strong>the</strong> full<br />

and timely completion of <strong>the</strong> <strong>in</strong>tegrated spacecraft system and its <strong>in</strong>tegration<br />

with <strong>the</strong> launch vehicle and relate ground support facilities.
