Project Apollo: Americans to <strong>the</strong> Moon<br />

For <strong>the</strong> actual preparation of <strong>the</strong> proposal <strong>the</strong> contractors must be given<br />

several weeks. Usually, six to ten companies will participate <strong>in</strong> <strong>the</strong> f<strong>in</strong>al bid. In<br />

order to be competitive, <strong>the</strong>se bids must be prepared by <strong>the</strong> best scientists and<br />

eng<strong>in</strong>eers at <strong>the</strong> contrac tor’s proposal. Evaluation of all <strong>the</strong>se many proposals<br />

takes [10] additional weeks. Before <strong>the</strong> contract can be signed, eight to ten<br />

months usually have elapsed s<strong>in</strong>ce <strong>in</strong>itiation of <strong>the</strong> contract<strong>in</strong>g procedure, and<br />

several million dollars worth of efforts of <strong>the</strong> best rocket and missile bra<strong>in</strong>s have<br />

been spent.<br />

While <strong>the</strong>re is certa<strong>in</strong>ly some merit <strong>in</strong> this long, drawn-out competitive<br />

procedure, we must realize that our Soviet com petitors are not faced with some<br />

of <strong>the</strong>se problems, simply because <strong>the</strong> issue of possible favoritism does not exist<br />

<strong>in</strong> a country where all <strong>in</strong>dustry is government-owned.<br />

My suggestion is not to switch to <strong>in</strong>discrim<strong>in</strong>ate sole source procurement,<br />

but to limit <strong>the</strong> participation <strong>in</strong> important and difficult technological developments<br />

to those few companies who really have <strong>the</strong> resources, <strong>the</strong> experience and <strong>the</strong><br />

available capacity to execute <strong>the</strong> job effectively. With a hungry aircraft and<br />

automotive <strong>in</strong>dustry, it is not surpris<strong>in</strong>g that at <strong>the</strong> present time <strong>the</strong> contract<strong>in</strong>g<br />

NASA agency is subjected to all k<strong>in</strong>ds of pressure aimed at giv<strong>in</strong>g additional<br />

contractors a chance to prove <strong>the</strong>mselves. But <strong>the</strong> NASA agency <strong>in</strong>volved usually<br />

knows very well <strong>the</strong> few companies which really possess <strong>the</strong> capabilities needed.<br />

Summ<strong>in</strong>g up, I should like to say that <strong>in</strong> <strong>the</strong> space race we are compet<strong>in</strong>g<br />

with a determ<strong>in</strong>ed opponent whose peacetime economy is on a wartime foot<strong>in</strong>g.<br />

Most of our procedures are designed for orderly, peacetime conditions. I do not<br />

believe that we can w<strong>in</strong> this race unless we take at least some measures which thus<br />

far have been considered acceptable only <strong>in</strong> times of a national emergency.<br />

and recommendations, it be transmitted to <strong>the</strong> President for his <strong>in</strong>formation and<br />

as a basis for early adoption and implementation of <strong>the</strong> revised and expanded<br />

objectives which it conta<strong>in</strong>s.
