caused by <strong>the</strong> vice president’s desire to get recommendations to <strong>the</strong> president before he left on<br />

a rapidly arranged <strong>in</strong>spection tour to Sou<strong>the</strong>ast Asia. NASA, <strong>the</strong> Department of Defense,<br />

and <strong>the</strong> Bureau of <strong>the</strong> Budget staffs and senior officials met on Saturday and Sunday at<br />

<strong>the</strong> Pentagon to put toge<strong>the</strong>r <strong>the</strong> memorandum, which <strong>the</strong> vice president approved without<br />

change and delivered to <strong>the</strong> President on Monday, 8 May. On that same day, Shepard came<br />

to Wash<strong>in</strong>gton for a parade down Pennsylvania Avenue and a White House ceremony with<br />

President Kennedy. <strong>The</strong> recommendation that <strong>the</strong> United States undertake space programs<br />

aimed at enhanc<strong>in</strong>g national prestige, even if <strong>the</strong>y were not o<strong>the</strong>rwise justifi ed by scientific,<br />

commercial, or military benefits, because such prestige was part of <strong>the</strong> ”battle along <strong>the</strong> fluid<br />

front of <strong>the</strong> cold war,” provided <strong>the</strong> underp<strong>in</strong>n<strong>in</strong>g rationale of Project Apollo. Only excerpts<br />

from <strong>the</strong> document directly related to sett<strong>in</strong>g <strong>the</strong> lunar land<strong>in</strong>g goal are <strong>in</strong>cluded here; <strong>the</strong><br />

complete memorandum appears as Document II-11 <strong>in</strong> Volume I of this series.<br />

In accordance with our conversation I would like for you as Chairman of<br />

<strong>the</strong> Space Council to be <strong>in</strong> charge of mak<strong>in</strong>g an overall survey of where we stand<br />

<strong>in</strong> space.<br />

1. Do we have a chance of beat<strong>in</strong>g <strong>the</strong> Soviets by putt<strong>in</strong>g a laboratory <strong>in</strong><br />

space, or by a trip around <strong>the</strong> moon, or by a rocket to land on <strong>the</strong> moon, or by a<br />

rocket to go to <strong>the</strong> moon and back with a man. Is <strong>the</strong>re any o<strong>the</strong>r space program<br />

which promises dramatic results <strong>in</strong> which we could w<strong>in</strong>?<br />

2. How much additional would it cost?<br />

3. Are we work<strong>in</strong>g 24 hours a day on exist<strong>in</strong>g programs. If not, why not? If<br />

not, will you make recommendations to me as to how work can be speeded up.<br />

4. In build<strong>in</strong>g large boosters should we put our emphasis on nuclear,<br />

chemical or liquid fuel, or a comb<strong>in</strong>ation of <strong>the</strong>se three?<br />

5. Are we mak<strong>in</strong>g maximum effort? Are we achiev<strong>in</strong>g necessary results?<br />

I have asked Jim Webb, Dr. Wiesner, Secretary McNamara and o<strong>the</strong>r<br />

responsible officials to cooperate with you fully. I would appreciate a report on<br />

this at <strong>the</strong> earliest possible moment.<br />
