Prosecuting law enforcement <strong>officers</strong> under the<br />

federal civil rights statute cited in the indictment<br />

of fo~ Los Angeles Police Department <strong>officers</strong> in<br />

the Rodney King beating case is unusual but not<br />

issue as the prosecution tries to prove its case.<br />
