he emerged a few minutes lateril<br />

the 57-year-old career police offi­<br />

·cer, who has headed sensitive and·<br />

potentially explosive divisions•<br />

ranging from narcotics to anti-ter-:<br />

rorism; was fighting back tears. ;<br />
