Police Chief Daryl F. Gates unveils his plan Wednesday.<br />

• A five-member panel to be formed to study the police<br />

department's training and procedures relating to use of<br />

force.<br />

• <strong>The</strong> department's chief psychologist to prepare a profile of<br />

the <strong>officers</strong> involved in the Rodney King incident.<br />

• Cmdr. Mike Bostic to examine the department's use of force<br />

policies, procedures and training, and to compare them to<br />

complaints of excessive force.<br />

• Cmdr. Rick Dinse, of the chiefs office, to act as Gates'<br />

representative for both the criminal and administrative investigations,<br />

to act as a liaison between the department<br />

and other agencies conducting those probes. ·-<br />

• Develop a high-ranking command duty officer program, in<br />

which a command officer would be assigned during night<br />

and morning watch shifts to oversee and inspect field<br />

operations, making unannounced inspections.<br />

• Implement a 24-hour hot line telephone number - (800)<br />

339-6868 - that can be called by anyone in. the 213 or<br />

818 area codes, starting Friday afternoon. <strong>The</strong> hot line<br />

number to be staffed by Internal Affairs Division personnel<br />

to field complaints of excessive force by police.
