<strong>Total</strong> <strong>mar<strong>in</strong>e</strong> <strong>fisheries</strong> <strong>extractions</strong> <strong>by</strong> <strong>country</strong> <strong>in</strong> <strong>the</strong> <strong>Baltic</strong> <strong>Sea</strong>: 1950-present, Ross<strong>in</strong>g, Booth and Zeller 229<br />

commercial land<strong>in</strong>gs data (Table 1). An optimal source for commercial land<strong>in</strong>gs data should have been <strong>the</strong><br />

data from <strong>the</strong> ICES stock assessment work<strong>in</strong>g group reports (although only for species with stock<br />

assessments) that are known to attempt adjustment of reported land<strong>in</strong>gs data based on additional<br />

<strong>in</strong>formation. However, data as presented <strong>in</strong> <strong>the</strong>se work<strong>in</strong>g group reports lack transparency with regards to<br />

<strong>country</strong>-specific account<strong>in</strong>g of each catch component (e.g., land<strong>in</strong>gs, unallocated, discards, recreational).<br />

This lack of <strong>country</strong>-specific transparency makes <strong>the</strong> use of stock assessment report data very difficult<br />

when focus<strong>in</strong>g on <strong>country</strong>- ra<strong>the</strong>r than stock-specific catches.<br />

Unreported land<strong>in</strong>gs<br />

Unreported land<strong>in</strong>gs are thought to be <strong>the</strong><br />

largest component of IUU catches <strong>in</strong> <strong>the</strong> <strong>Baltic</strong><br />

<strong>Sea</strong> (Sporrong, 2007), especially if illegal is<br />

def<strong>in</strong>ed as perta<strong>in</strong><strong>in</strong>g to ‗without permission‘<br />

ra<strong>the</strong>r than quota violations. Information on<br />

unreported land<strong>in</strong>gs was obta<strong>in</strong>ed through<br />

<strong>in</strong>terviews and literature (<strong>in</strong>clud<strong>in</strong>g grey<br />

literature and media reports). While some<br />

anchor po<strong>in</strong>ts could be found start<strong>in</strong>g <strong>in</strong> <strong>the</strong> late<br />

1980s (Table 2), no <strong>in</strong>formation could be found<br />

for <strong>the</strong> pre-1980 period. Thus, a few assumptions<br />

were made to create anchor po<strong>in</strong>ts for 1950 and<br />

1980 so that l<strong>in</strong>ear <strong>in</strong>terpolations could be done.<br />

In 1950, <strong>the</strong>re were fewer <strong>in</strong>centives to<br />

underreport land<strong>in</strong>gs due to a lack of quota<br />

limitations (Eero et al., 2007), however, <strong>the</strong>re<br />

was also less enforcement for report<strong>in</strong>g land<strong>in</strong>gs<br />

(Anon. pers. comm., Swedish Board of<br />

Fisheries). Therefore, <strong>the</strong> unreported land<strong>in</strong>gs<br />

for all species (except salmon, see below) <strong>in</strong> 1950<br />

were assumed to be 5% of reported land<strong>in</strong>gs,<br />

which is thought to be conservative. To reflect<br />

<strong>the</strong> <strong>in</strong>troduction of quotas, and <strong>the</strong> associated<br />

stronger <strong>in</strong>centives for underreport<strong>in</strong>g, start<strong>in</strong>g<br />

<strong>in</strong> <strong>the</strong> 1970s (Søndergaard, 2007), 1980 was used<br />

as a break po<strong>in</strong>t. Thus, for 1980, half of <strong>the</strong> value<br />

for <strong>the</strong> first post-1980 data anchor po<strong>in</strong>t was<br />

applied. This rule was applied to all species,<br />

except salmon (see below), even though not all<br />

have quotas. For species without any<br />

<strong>in</strong>formation on unreported land<strong>in</strong>gs, an<br />

estimated percentage was derived from anchor<br />

po<strong>in</strong>t data for cod <strong>in</strong> 1987, and herr<strong>in</strong>g and sprat<br />

<strong>in</strong> 1993 (see paragraph ‗o<strong>the</strong>r species‘ for<br />

details). Percentage rates were l<strong>in</strong>early<br />

<strong>in</strong>terpolated between anchor po<strong>in</strong>ts (Table 2),<br />

and applied to ICES land<strong>in</strong>gs statistics +<br />

adjustments to derive a complete time series of<br />

estimated unreported land<strong>in</strong>gs.<br />

for 1987 (Table 2) based on <strong>the</strong> assumption that <strong>the</strong>re were no o<strong>the</strong>r unreported land<strong>in</strong>gs <strong>in</strong> Sweden that<br />

year (see next paragraph for details). Anchor po<strong>in</strong>ts for 1950 and 1980 were derived accord<strong>in</strong>g to <strong>the</strong><br />

assumptions described above. In recent years three different sources (Anon., 2004a; 2007c; 2008b) were<br />

comb<strong>in</strong>ed to derive an average percentage used as anchor po<strong>in</strong>ts for 2006 and 2007 (Table 2; see next
