180 <strong>Total</strong> <strong>mar<strong>in</strong>e</strong> <strong>fisheries</strong> <strong>extractions</strong> <strong>by</strong> <strong>country</strong> <strong>in</strong> <strong>the</strong> <strong>Baltic</strong> <strong>Sea</strong>: 1950-present, Ross<strong>in</strong>g, Booth and Zeller<br />

resource research carried out <strong>in</strong> cooperation with all <strong>Baltic</strong> countries, which show just <strong>the</strong> opposite. Apart<br />

from this, we should assure that breach<strong>in</strong>g <strong>the</strong> basic pr<strong>in</strong>ciples of <strong>the</strong> common <strong>fisheries</strong> policy of <strong>the</strong><br />

European Union will not have negative consequences for Polish fishery, which def<strong>in</strong>itely has little to do<br />

with <strong>the</strong> truth.<br />

I believe that this is an unacceptable threat to <strong>in</strong>dependence of scientific op<strong>in</strong>ion <strong>in</strong> general and MIR <strong>in</strong><br />

particular. It also shows that <strong>the</strong> M<strong>in</strong>istry is not <strong>in</strong>terested <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g out <strong>the</strong> details of <strong>the</strong> scientific basis<br />

for <strong>the</strong> cod resource assessment and <strong>the</strong> causes of <strong>the</strong> current crisis, but only expects MIR to give op<strong>in</strong>ions<br />

serv<strong>in</strong>g <strong>the</strong> demands of a part of <strong>the</strong> fishery community or political <strong>in</strong>terest. M<strong>in</strong>ister M. Grobarczyk to<br />

this day has not found <strong>the</strong> time to meet with MIR representatives <strong>in</strong> order to have presented to him <strong>the</strong><br />

op<strong>in</strong>ion about <strong>the</strong> economic situation of Polish fishery based on data obta<strong>in</strong>ed <strong>by</strong> MIR directly from ship<br />

owners.<br />

In light of <strong>the</strong> facts listed above I came to <strong>the</strong> conclusion that <strong>the</strong> only solution <strong>in</strong> this situation is to<br />

facilitate MIR‘s director decision and resign from <strong>the</strong> post myself, at <strong>the</strong> same time pass<strong>in</strong>g my decision to<br />

<strong>the</strong> public op<strong>in</strong>ion as a protest aga<strong>in</strong>st <strong>the</strong> <strong>fisheries</strong> policy led <strong>by</strong> <strong>the</strong> Maritime Economy M<strong>in</strong>istry.<br />

I would like to underl<strong>in</strong>e that, <strong>in</strong> coherence with my best knowledge as a man concerned with fishery for<br />

<strong>the</strong> past 50 years, <strong>in</strong>clud<strong>in</strong>g 15 years of engagement <strong>in</strong> Polish, European and world fishery problems on <strong>the</strong><br />

post of fishery policy director at FAO/United Nations <strong>in</strong> Rome, that <strong>the</strong> highest price for <strong>the</strong> current<br />

politics of <strong>the</strong> M<strong>in</strong>ister will be paid <strong>by</strong> Polish fishermen. I fully susta<strong>in</strong> my op<strong>in</strong>ion, based on my<br />

knowledge of European Union law, that <strong>the</strong> European Commission will susta<strong>in</strong> <strong>in</strong> force <strong>the</strong> regulation<br />

804/2007 - enforc<strong>in</strong>g a ban on cod fishery for Poland up to <strong>the</strong> end of this year, will demand that Poland,<br />

and de facto Polish fishermen, return <strong>the</strong> cod quota excess <strong>in</strong> <strong>the</strong> follow<strong>in</strong>g year, and that Polish cod<br />

fishery, due to <strong>the</strong> current activities of <strong>the</strong> M<strong>in</strong>istry, will be under <strong>the</strong> special surveillance of EU <strong>in</strong>spectors.<br />

This will lead to <strong>the</strong> cont<strong>in</strong>uation of <strong>the</strong> liquidation process of Polish fishery caused <strong>by</strong> irresponsible<br />

political decisions.<br />

That is why I here<strong>by</strong> call upon M<strong>in</strong>ister M. Grobarczyk to immediately beg<strong>in</strong> talks with fishery<br />

organizations on <strong>the</strong> possibilities and methods of limit<strong>in</strong>g <strong>the</strong> effects of <strong>the</strong> current crisis <strong>in</strong> <strong>the</strong> fishery<br />

sector.<br />

Tell<strong>in</strong>g fishermen ―we are not encourag<strong>in</strong>g you to fish, but if you decide to do so you will not be punished‖<br />

is unacceptable. It leads to a fur<strong>the</strong>r fragmentation of <strong>the</strong> community and re<strong>in</strong>forcement of <strong>the</strong> position of<br />

<strong>the</strong> European Commission <strong>by</strong> show<strong>in</strong>g that <strong>the</strong> Polish fishery adm<strong>in</strong>istration does not have a clear policy<br />

towards fishery and is not controll<strong>in</strong>g <strong>the</strong> situation.<br />
