<strong>in</strong>terpolations were done between anchor po<strong>in</strong>t years. For eastern<br />

bloc countries, unreported land<strong>in</strong>gs were assumed to be zero until<br />

1990 after which unreported land<strong>in</strong>gs were estimated us<strong>in</strong>g l<strong>in</strong>ear<br />

<strong>in</strong>terpolations between anchor po<strong>in</strong>ts.<br />

Discards<br />

Underwater discards:<br />

Estimates of underwater discards were applied for all countries<br />

<strong>in</strong> all years, but to herr<strong>in</strong>g and sprat catches only. While o<strong>the</strong>r<br />

gear types target<strong>in</strong>g o<strong>the</strong>r species are likely to also experience<br />

underwater discard<strong>in</strong>g, we had no <strong>in</strong>formation to reliably apply<br />

this to o<strong>the</strong>r gear types. Hence, our estimates of this type of<br />

discard<strong>in</strong>g are conservative. Sprat and herr<strong>in</strong>g, which are<br />

targeted <strong>by</strong> <strong>the</strong> same trawl fleet, may be caught simultaneously<br />

<strong>in</strong> trawl gear no matter which species is <strong>the</strong> primary target.<br />

Inaccurate catch composition data for <strong>the</strong>se two species, and <strong>the</strong><br />

fact that <strong>the</strong>y are both targeted <strong>by</strong> <strong>the</strong> same fleet, led us to apply<br />

<strong>the</strong> underwater discard rate to both species comb<strong>in</strong>ed (M.<br />

Rahika<strong>in</strong>en, pers. comm., University of Hels<strong>in</strong>ki).<br />

A F<strong>in</strong>nish study exam<strong>in</strong>ed mortality levels associated with<br />

underwater discards <strong>in</strong> <strong>the</strong> herr<strong>in</strong>g trawl fishery (Rahika<strong>in</strong>en et<br />

al., 2004). This study used length-age relationships to<br />

determ<strong>in</strong>e <strong>the</strong> number of fish <strong>by</strong> age class that were lost from<br />

trawl gear while it was deployed fish<strong>in</strong>g, and also to determ<strong>in</strong>e<br />

<strong>the</strong> amount of catch brought on board. We converted <strong>the</strong><br />

numbers-at-age to weights us<strong>in</strong>g average weights from ICES<br />

(2008a) for age classes 1 – 12 and <strong>in</strong>formation from Card<strong>in</strong>ale<br />

(2000) for age zero herr<strong>in</strong>g to determ<strong>in</strong>e <strong>the</strong> weight of fish that<br />

were lost prior to gear retrieval. We <strong>the</strong>n determ<strong>in</strong>ed <strong>the</strong> rate of<br />

underwater discards <strong>by</strong> deriv<strong>in</strong>g a ratio of underwater discards<br />

to <strong>the</strong> amount of fish brought on board. We quantified <strong>the</strong> loss<br />

as approximately 9% of catches brought on board. We also<br />

applied this underwater discard rate to sprat s<strong>in</strong>ce it is likely<br />

that underwater discards are similar to those of herr<strong>in</strong>g (M.<br />

Rahika<strong>in</strong>en, pers. comm., University of Hels<strong>in</strong>ki).<br />

Trawl land<strong>in</strong>gs of herr<strong>in</strong>g and sprat <strong>by</strong> Denmark and F<strong>in</strong>land<br />

had 9% added to <strong>the</strong>ir land<strong>in</strong>gs (ICES land<strong>in</strong>gs + adjustments +<br />

unreported land<strong>in</strong>gs) to account for underwater discards. All<br />

Discards were separated <strong>in</strong>to four categories: 1) ‗underwater‘<br />

discards caused <strong>by</strong> deployed gear engaged <strong>in</strong> fish<strong>in</strong>g; 2)<br />

‗ghostfish<strong>in</strong>g‘ caused <strong>by</strong> gear that is lost, but cont<strong>in</strong>ues to fish; 3)<br />

‗boat-based‘ discards result<strong>in</strong>g from fisher‘s behavior after <strong>the</strong><br />

catch is brought on board; and 4) ‗seal-damaged‘ discards.<br />

Available <strong>in</strong>formation on discards was converted <strong>in</strong>to a<br />

percentage rate to apply to <strong>the</strong> sum of ICES land<strong>in</strong>gs, adjustments<br />

and unreported land<strong>in</strong>gs. ICES stock assessment work<strong>in</strong>g group<br />

reports conta<strong>in</strong> data on discards for <strong>the</strong> eastern and western cod<br />

stocks (ICES, 2007; 2008a), and for salmon (ICES, 2008b).<br />

Separate studies provided data on underwater discards <strong>by</strong> active<br />

fish<strong>in</strong>g gear (Rahika<strong>in</strong>en et al., 2004) and ghostfish<strong>in</strong>g <strong>by</strong> lost<br />

gear (Tschernij and Larsson, 2003; Brown et al., 2005). A Danish<br />

study (Anon., 2006) exam<strong>in</strong>ed boat-based discard practices for<br />

<strong>the</strong>ir entire fleet over a one year period and <strong>the</strong>se data were used<br />

to derive default discard rates for species o<strong>the</strong>r than cod and<br />

salmon.<br />
