Illegal, Unreported and Unregulated (IUU) catches<br />

Illegal, Unreported and Unregulated (IUU) catches are here<br />

considered entirely with respect to <strong>the</strong> ICES land<strong>in</strong>gs statistics, and<br />

<strong>in</strong>cluded: a) Adjustments are made to <strong>the</strong> ICES land<strong>in</strong>gs statistics<br />

to account for more detailed data on commercial land<strong>in</strong>gs available<br />

from o<strong>the</strong>r highly recognized sources, such as stock assessment<br />

reports or national datasets; b) Estimates of unreported catches (<strong>in</strong><br />

ICES term<strong>in</strong>ology ‗unallocated‘ catches), which are derived us<strong>in</strong>g<br />

ratio <strong>in</strong>formation based on ICES land<strong>in</strong>gs statistics plus<br />

‗adjustments‘; c) Discard rates are applied to <strong>the</strong> sum of ICES<br />

land<strong>in</strong>gs statistics plus adjustments plus unreported catches; and<br />

d) Recreational catches are estimated separately. Thus, total<br />

reconstructed catches are formed from <strong>the</strong> sum of ICES land<strong>in</strong>gs<br />

statistics and <strong>the</strong> four estimates outl<strong>in</strong>ed above.<br />

Adjustments to ICES land<strong>in</strong>gs statistics<br />

Adjustments were made to ICES land<strong>in</strong>gs statistics <strong>in</strong> order to<br />

present <strong>the</strong> best estimate of commercial land<strong>in</strong>gs. Adjustments to<br />

ICES land<strong>in</strong>gs statistics are based on unpublished data provided <strong>by</strong><br />

our co-author from Germany (C. Hammer, unpl. data) and from<br />

ICES stock assessment work<strong>in</strong>g group data. Adjustments were<br />

made to <strong>the</strong> land<strong>in</strong>gs data throughout <strong>the</strong> study period, but were<br />

more substantial <strong>in</strong> <strong>the</strong> earlier time periods.<br />

East Germany‘s land<strong>in</strong>gs data for all taxa are not presented <strong>in</strong> ICES<br />

land<strong>in</strong>gs statistics for <strong>the</strong> period 1950-1960, except salmon<br />

land<strong>in</strong>gs which are not presented <strong>in</strong> ICES land<strong>in</strong>gs statistics until 1963. Thus, adjustments dur<strong>in</strong>g this<br />

early time period accounted for <strong>the</strong> land<strong>in</strong>gs of all taxa <strong>by</strong> <strong>the</strong> former East Germany. Adjustments for<br />

herr<strong>in</strong>g, sprat, salmon, flatfishes, and ‗o<strong>the</strong>rs‘ were based on <strong>the</strong> average of <strong>the</strong> first three years of reported<br />

data. Adjustments for cod dur<strong>in</strong>g this early time period were based on <strong>in</strong>formation from our collaborator<br />

<strong>in</strong> Germany who provided data regard<strong>in</strong>g land<strong>in</strong>gs of cod, and we used this data as a source of adjustments<br />

for 1950-1964 (Hammer et al., 2008). After <strong>the</strong> 1950s and early 1960s, adjustments were only made to<br />

ICES land<strong>in</strong>gs of cod, flatfishes and taxa <strong>in</strong> our group ‗o<strong>the</strong>rs‘ for East Germany orig<strong>in</strong>ated from ICES<br />

stock assessment work<strong>in</strong>g group data (ICES, 2007; 2008a).<br />

Adjustments to ICES land<strong>in</strong>gs statistics for West Germany for cod (from 1965 onwards) as well as<br />

flatfishes (mostly from <strong>the</strong> 1990s onwards), were based on ICES stock assessment work<strong>in</strong>g group data<br />

(ICES, 2007; 2008a).<br />

Unreported land<strong>in</strong>gs were estimated separately for East Germany and West Germany. After reunification,<br />

Germany‘s unreported land<strong>in</strong>gs were estimated <strong>by</strong> cont<strong>in</strong>u<strong>in</strong>g <strong>the</strong> methodology used for West Germany.<br />

When East Germany was a part of <strong>the</strong> eastern bloc (1950- 1990) and had a state-controlled economy, we<br />

assumed that <strong>the</strong>re were no unreported land<strong>in</strong>gs because of <strong>the</strong> consequences of non-compliance and a<br />

similar price was paid for whatever was landed. For West Germany (1950-1990) and Germany (1991-<br />

2007), estimates of unreported land<strong>in</strong>gs were formed from what ICES refers to as ‗unallocated‘ catches,<br />

and also from assumed values. The general approach was to convert unreported land<strong>in</strong>gs <strong>in</strong>to a percent of<br />

<strong>the</strong> land<strong>in</strong>gs reported for <strong>the</strong> respective taxa, and to apply this unreported land<strong>in</strong>gs percent to <strong>the</strong> sum of<br />

ICES land<strong>in</strong>gs and adjustments. In order to expand to time periods and to taxa that were not covered <strong>by</strong><br />

ICES, we used an assumption-based method. ICES reports unreported land<strong>in</strong>gs of cod (ICES, 2007;<br />

2008a), and salmon (ICES, 2008b), and we use <strong>the</strong>se to estimate unreported land<strong>in</strong>gs for all o<strong>the</strong>r taxa.
