2.3 stewardship<br />
Stewardship is the sensible and responsible management of resources,<br />
including not only the living landscape but also the many buildings that<br />
comprise the campus.<br />
It is the intent of these guidelines to encourage responsible stewardship of<br />
all existing buildings. Each renovation project, therefore, should include an<br />
investigation of all aspects, systems and features impacted by the specific<br />
intervention. Conditions discovered during project evaluation, design or<br />
construction that are in need of improvement cannot be ignored.<br />
Even in cases where budgetary or schedule constraints necessitate only<br />
a partial remediation, any building deficiencies brought to light are to be<br />
examined and documented so that they may be addressed at a future time.<br />
Additional renovation projects must be estimated and funded to include<br />
remediation of critical code violations.<br />
All new design projects should be adaptive and flexible for future growth of<br />
the campus. Where possible, expansion opportunities should be part of the<br />
original design planning so that growth of the building footprint is orderly.<br />
All new construction should be adaptable in design such that changing<br />
programs and users are easily accommodated with renovations.<br />
Standardize building materials and systems wherever possible to promote<br />
and take advantage of uniformity with regard to material/system technical<br />
knowledge, replacement cycles, replacement techniques, tools required,<br />
materials required, materials availability, etc. Include consideration for the<br />
available level of grounds maintenance and snow removal for all exterior<br />
features.<br />
Exemplary planning, design and development is an obligation in response<br />
to the resources provided. <strong>South</strong> <strong>Dakota</strong> <strong>State</strong> <strong>University</strong>, one of the <strong>South</strong><br />
<strong>Dakota</strong> Board of Regents institutions, is accountable to students, faculty<br />
and staff as well as to the people of <strong>South</strong> <strong>Dakota</strong> to make good decisions<br />
about campus facilities. Deliberate consideration must be given to design<br />
campus buildings and spaces considering lifecycle costs, not only the initial<br />
construction costs. Careful analysis and decision-making are required to<br />
ensure that the university receives the greatest possible value in relation to<br />
the funds expended.<br />
