Currently all parking lots on campus are surface lots, with the majority of<br />

those covered with asphalt. Two lots outside the ring road are gravel and<br />

are utilized as remote parking lots for faculty, staff and students. Access to<br />

these lots is free with the $5 annual vehicle registration fee that applies to<br />

all on-campus parking permits.<br />

The <strong>2025</strong> <strong>Design</strong> and <strong>Master</strong> <strong>Plan</strong> recommends continuing to utilize<br />

asphalt surface lots and a select few gravel lots for individuals wanting a<br />

no-cost parking option. On average, the cost of building a gravel lot on the<br />

<strong>South</strong> <strong>Dakota</strong> <strong>State</strong> <strong>University</strong> campus is approximately $200 per parking<br />

space in 2012. Asphalt surface lots on campus cost an average of $2,500<br />

per space in 2012.<br />

Parking garages are not financially feasible for most colleges with a<br />

campus environment similar to <strong>South</strong> <strong>Dakota</strong> <strong>State</strong> <strong>University</strong>. RS Means<br />

Building Construction Cost Data for 2011 cites the median cost of a parking<br />

garage in the United <strong>State</strong>s at $18,300 per parking space. The figure does<br />

not take into account local economic requirements, code requirements and<br />

owners’ needs.<br />

Financial planning for the implementation phases of the <strong>2025</strong> <strong>Design</strong> and<br />

<strong>Master</strong> <strong>Plan</strong> will be done through parking revenue, auxiliary service bonds<br />

and funding from specific construction projects.<br />

The Parking Study planning process defined the need to create a Parking<br />

Services office. This office, established in July 2011, has been assigned<br />

management of all campus parking operations and the establishment<br />

of a comprehensive business plan that assures a financially sustainable<br />

campus parking system. The Parking Services office works with<br />

appropriate campus entities such as the Budget and Finance division,<br />

Facilities and Services office, the <strong>University</strong> Police Department, and the<br />

Student Affairs division to promote strategic initiatives supported by the<br />

guiding principles of the <strong>2025</strong> <strong>Design</strong> and <strong>Master</strong> <strong>Plan</strong>.<br />
