Stewart Stevenson: Further to the answer provided to question S4W-04879, a table listing all 461<br />

individual projects in receipt of an award from the Climate Challenge Fund since its launch in 2008 has<br />

been produced. This provides details of the project name, the date the project submitted an<br />

Expression of Interest to apply to the fund, and the date their final application was submitted for<br />

consideration by the Independent Grants Panel. Copies of this table are available from the Scottish<br />

Parliament Information Centre (Bib. number 53620).<br />

On providing the information above, some of the dates provided for the answer to S4W-04879 were<br />

found to be inaccurate. This has been amended with an updated copy of the table provided to the<br />

Scottish Parliament Information Centre (Bib. number 53591).<br />

Rhoda Grant (Highlands and Islands) (Scottish Labour): To ask the Scottish Executive how<br />

much funding has been allocated to developing local community energy schemes on Forestry<br />

Commission land in each year since 2007.<br />

renewables developers have entered into (a) rental agreements or (b) joint ventures with Forestry<br />

Stewart Stevenson: To date, Forestry Commission Scotland has entered into lease rental<br />

agreements for wind power with EoN Climate and Renewables UK, National Engineering Laboratory,<br />

RWE Npower Renewables, Scottish Power Renewables and Scottish and Southern Renewables.<br />

Additionally, lease rental agreements for hydro power have been arranged with Conaglen Estate,<br />

Dulas Hydro Generation, Inverleiver Hydro, Infinis, Triodos Renewables, Wyvis Plant & Power, RWE<br />

Npower Renewables, Mr Peter Brown, Mr Tony Dalton and Mr Roy Foster.<br />

Forestry Commission Scotland has not entered into any Joint Venture arrangements as yet. However,<br />

Forestry Commission Scotland will have the option of entering into joint ventures with Partnership for<br />

Renewables, Scottish Power Renewables, PNE Wind UK, E.ON Climate & Renewables and Fred<br />

Olsen Renewables (for wind power) and with Green Highland Renewables and a consortium of<br />

Broadland Properties and Gilbert Gilkes & Gordon (for hydro power).<br />

In addition, Forestry Commission Scotland has a number of agreements relating to access across<br />

the national forest estate that is required to service renewable developments on neighbouring land.<br />

Finance<br />

Alison McInnes (North East Scotland) (Scottish Liberal Democrats): To ask the Scottish<br />

Executive what employment opportunities are available to locally resident long-term unemployed<br />

people as a result of the Forth Replacement Crossing construction project.<br />

John Swinney: The Principal Contract for the Forth Replacement Crossing includes a requirement<br />

for the Contractor to provide an average of 46 positions for the long-term unemployed each year and<br />

for all positions to be advertised in local job centres.<br />

Similarly, for the M9 Junction 1a Contract an average of five positions each year must be provided.<br />

was £173.30. There was no expenditure in 2009-10 or 2010-11. The Scottish Government routinely<br />

This incident is currently subject to an investigation by Lothian and Borders Police and may be<br />

are included. The difference in the number of assaults is in part linked to differences in the prisoner<br />

to respond. His response is as follows:<br />

There have been no “full-scale” responses required at HMP Addiewell since it opened in 2008.<br />

The SPS defines a “full-scale” or Level 3 incident as one that requires a full (prison) command<br />

structure which will require additional resources and back up services to be deployed.<br />

There have been no “full-scale” responses at prisons in the last five years, inclusive of HMP<br />

Addiewell. All incidents have been resolved locally without recourse to a full Incident Command<br />

response from the Scottish Prison Service.<br />

Patricia Ferguson (Glasgow Maryhill and Springburn) (Scottish Labour): To ask the Scottish<br />

Executive what progress it is making in maximising the potential for parents to access and sustain<br />

good quality employment and what progress was made in the previous parliamentary session.<br />

Aileen Campbell: The Scottish Government is committed to supporting everyone who wants to<br />

work to do so. Scotland currently has the highest rate of working households with children of any part<br />

the UK. The employment rate for lone parents in Scotland has also risen from 56.3% in 2007 to 56.8%<br />

in 2010.<br />

Our Early Years Framework affirms that high quality, affordable and accessible early learning and<br />

childcare is key both for children’s development and to enable parents to balance work and family life.<br />

A number of organisations receive Scottish Government funding to provide a wide range of support,<br />

including benefit advice, to individuals and families. These include:<br />

One Parents Families Scotland;<br />

Parenting in Scotland;<br />

Citizens Advice Direct;<br />

Contact-a-Family, and


The Family Nurse Partnership.<br />

Roderick Campbell (North East Fife) (Scottish National Party): To ask the Scottish Executive<br />

what recent discussions it has had with the UK Government regarding the Criminal Injuries<br />

Compensation Scheme Review announced in 2010.<br />

Kenny MacAskill: The UK Government has not yet published its proposed changes to the Criminal<br />

Injuries Compensation Scheme. Scottish Government officials are in regular contact with the Ministry<br />

of Justice and the most recent meeting was on 23 <strong>January</strong> <strong>2012</strong>.<br />

Drew Smith (Glasgow) (Scottish Labour): To ask the Scottish Executive, further to the answer to<br />

the supplementary to question S4F-00316 by the First Minister on 1 December 2011 (Official Report,<br />

c. 4225) when it will seek a debate in the parliament on human trafficking.<br />
