“The worst th<strong>in</strong>g about it is the w<strong>in</strong>ter time. It’s heat<strong>in</strong>g the place. Because<br />

it’s a caravan there’s no real <strong>in</strong>sulation <strong>in</strong> it. Your heat<strong>in</strong>g bills go through<br />

the roof <strong>in</strong> w<strong>in</strong>ter” (renter, owns the land).<br />

“There’s a lot of draughts – there’s half a dozen vents. And the w<strong>in</strong>dows<br />

aren’t double glazed. There’s a draught around the door. It’s <strong>in</strong> a pretty<br />

sheltered position, so I was surprised when it froze up. I came <strong>in</strong> one day and<br />

the toilet was frozen. The cistern was frozen so I didn’t have water for a few<br />

days because I was wait<strong>in</strong>g for it to thaw out before I could turn the water<br />

back on” (renter).<br />

3.44 In contrast, other respondents, ma<strong>in</strong>ly the park home residents, felt that their homes<br />

were perfectly adequate with regard to warmth, often hav<strong>in</strong>g <strong>in</strong>sulation and double glaz<strong>in</strong>g.<br />

Indeed, a number of respondents, both <strong>in</strong> park homes and <strong>in</strong>dividual mobile homes,<br />

commented on measures they had taken to improve the energy efficiency of their homes,<br />

“The heat<strong>in</strong>g is f<strong>in</strong>e. If you can afford the coal, it’s certa<strong>in</strong>ly not cold. But<br />

when we came we put p<strong>in</strong>e cladd<strong>in</strong>g with <strong>in</strong>sulation between. And put a<br />

pitched roof on with cladd<strong>in</strong>g. But the floor does get cold, because you get a<br />

hearty w<strong>in</strong>d blow<strong>in</strong>g beneath you. It gets hot <strong>in</strong> the summer, but you just open<br />

a w<strong>in</strong>dow” (owner; rents a stance).<br />

“They’re excellent. These days they are made like a house. These ones I’m<br />

stay<strong>in</strong>g <strong>in</strong> are older ones – they are just holiday homes and they hadn’t got<br />

double glaz<strong>in</strong>g or central heat<strong>in</strong>g. But I’ve put all that <strong>in</strong>” (owner; rents a<br />

stance).<br />

3.45 Respondents were asked to comment on the extent to which they felt that their heat<strong>in</strong>g<br />

bills were affordable or not, and to estimate the proportion of their <strong>in</strong>come that they spent on<br />

heat<strong>in</strong>g their homes. N<strong>in</strong>eteen respondents, liv<strong>in</strong>g <strong>in</strong> both park homes and <strong>in</strong>dividual mobile<br />

homes, estimated that their heat<strong>in</strong>g bills were either 10 per cent or more of their total<br />

<strong>in</strong>comes,<br />

“The Council Tax and heat<strong>in</strong>g are the biggest bills. But you’ve got to do it<br />

because they’ve really got to be heated. And you don’t have a choice really<br />

especially with children. But we do all sit on the sofa, get a duvet and cuddle<br />

up – which is quite nice” (owner; owns the land).<br />

“Between the diesel generator and the coal, I would say it’s about 30% of my<br />

<strong>in</strong>come. The problem with the diesel is that you have to f<strong>in</strong>d the money to buy<br />

it <strong>in</strong> bulk. So it’s not like a bag of coal where you can get a bag for seven<br />

pounds. You have to buy a £1000 worth of diesel. So I have to work most of<br />

the summer to buy the diesel to do me for the rest of the year” (leases the<br />

property; owns the land).<br />

“It’s adequate; it’s just the cost of it. Put it this way, over w<strong>in</strong>ter we usually<br />

get a three monthly account for the gas and it’s usually 800 pounds. That’s<br />
