Progress has already been made <strong>in</strong> cutt<strong>in</strong>g<br />

costs, however, the justice system must<br />

also be fit and f<strong>in</strong>ancially susta<strong>in</strong>able<br />

<strong>for</strong> the 21st century. Further efficiencies<br />

need to be made while safeguard<strong>in</strong>g<br />

accountability, consistency and compatibility.<br />

Priority 11: Enhanc<strong>in</strong>g efficiency<br />

Approach:<br />

• Re<strong>for</strong>m the police and fire and rescue<br />

services to:<br />

o protect and improve frontl<strong>in</strong>e services,<br />

reduce duplication, and provide<br />

services more <strong>in</strong>novatively<br />

o make communities safer by provid<strong>in</strong>g<br />

more equitable access to specialist<br />

support, expertise and national<br />

capacity when, and where, it is<br />

needed<br />

o strengthen relationships between local<br />

authorities, services and communities<br />

• Cont<strong>in</strong>ue to work on improv<strong>in</strong>g processes<br />

<strong>for</strong> gett<strong>in</strong>g people to court, avoid<strong>in</strong>g people<br />

be<strong>in</strong>g called unnecessarily to court,<br />

ensur<strong>in</strong>g an efficient and timely flow<br />

of <strong>in</strong><strong>for</strong>mation among partners, and<br />

upgrad<strong>in</strong>g IT and management systems.<br />

• Create a unified <strong>Scottish</strong> Tribunals<br />

Service.<br />

• Ensure that expensive court time is used<br />

proportionately and efficiently.<br />
