CONSIDERATION OF SOLE SOURCE PROCUREMENT OF TRAPEZE<br />

PASS SCHEDULING SOFTWARE, ASSOCIATED SUPPORT<br />

EQUIPMENT AND TRAINING<br />

I. RECOMMENDED ACTION<br />

Staff recommends that the General Manager be authorized to purchase Trapeze PASS<br />

scheduling s<strong>of</strong>tware, associated support equipment, implementation services and training<br />

from Trapeze S<strong>of</strong>tware Group, Incorporated at a cost <strong>of</strong> $81,990. Staff also recommends<br />

that the General Manager be authorized to purchase an additional seven (7) licenses as<br />

needed at a cost <strong>of</strong> $3,500 per concurrent user license.<br />

II.<br />

SUMMARY OF ISSUES<br />

• Community Bridges, the Transit District’s ADA Paratransit contractor, currently uses<br />

Trapeze PASS for trip reservations, scheduling, and dispatch functions.<br />

• Community Bridges owns the current database, but the District owns the ADA<br />

paratransit ridership data within it.<br />

• The District has reserved the right, under the current contract, to access the<br />

Contractor’s Trapeze PASS system at any time.<br />

• To improve the ability <strong>of</strong> staff to monitor and analyze the functions <strong>of</strong> the Transit<br />

District’s Para<strong>Cruz</strong> contractor, there is a need to purchase Trapeze PASS S<strong>of</strong>tware.<br />

III.<br />

DISCUSSION<br />

Since 1998, the Transit District’s ADA Paratransit contractor (Community Bridges) has used the<br />

Trapeze PASS (Paratransit Automated Scheduling S<strong>of</strong>tware) solution for client information, trip<br />

reservations, schedule production and dispatching.<br />

Trapeze PASS is a comprehensive scheduling and dispatching application, with the ability to<br />

optimize vehicle use and passenger scheduling efficiency.<br />

The actual cost <strong>of</strong> providing ADA paratransit service is directly related to ride productivity<br />

(passengers per vehicle hour). For staff to verify that schedules are generated for optimum<br />

productivity, there is a need for real-time access to scheduling information. To achieve that
