CONSIDERATION OF ADOPTION OF POLICIES AND PROCEDURES<br />

FOR PROPERTY ACQUISITION AND RELOCATION<br />

I. RECOMMENDED ACTION<br />

That the <strong>Board</strong> <strong>of</strong> <strong>Directors</strong> adopt policies and procedures for property acquisition and<br />

relocation.<br />

II.<br />

SUMMARY OF ISSUES<br />

• METRO has never formally adopted procedures for property acquisition and<br />

relocation.<br />

• Formal policies and procedures must be in place for the MetroBase property<br />

acquisition.<br />

• METRO and the City <strong>of</strong> <strong>Santa</strong> <strong>Cruz</strong> Redevelopment Agency (RDA) have made<br />

arrangements for relocation assistance to be implemented using the services <strong>of</strong> Pacific<br />

Relocation Consultants (PRC) for the facilitation <strong>of</strong> payments.<br />

III.<br />

DISCUSSION<br />

The <strong>Santa</strong> <strong>Cruz</strong> Metropolitan Transit District does not currently have formally adopted Policies<br />

and Procedures for Property Acquisition. Formal policies are required for any legal action to<br />

proceed in the process <strong>of</strong> acquiring the property necessary for the MetroBase Project.<br />

METRO and the City <strong>of</strong> <strong>Santa</strong> <strong>Cruz</strong> RDA have retained the services <strong>of</strong> Pacific Relocation<br />

Consultants, a qualified pr<strong>of</strong>essional relocation firm, to facilitate the relocation component <strong>of</strong> the<br />

property acquisition. In addition to financial assistance, other assistance to owners and/or tenants<br />

involved would be referrals to suitable replacement locations and reestablishing business.<br />

Each parcel <strong>of</strong> real property is different and therefore no single formula can be devised to<br />

appraise all properties. An appraiser will determine this value taking into consideration similar<br />

properties in the area, cost to replace or reproduce the improvements, equipment, and other<br />

structures, less any depreciation.
