<strong>The</strong> <strong>Red</strong> <strong>Turban</strong> method of recruit<strong>in</strong>g seemed to follow <strong>the</strong> tradition of <strong>the</strong> Ti<strong>and</strong>ihui, attract<strong>in</strong>g<br />

volunteers <strong>and</strong> compell<strong>in</strong>g o<strong>the</strong>rs to jo<strong>in</strong>. 90 Numerous accounts <strong>in</strong> government sources tell us that <strong>the</strong> <strong>Red</strong><br />

<strong>Turban</strong>s used generous distributions of money <strong>and</strong> food to <strong>the</strong> plebeians <strong>in</strong> order to enlist new members.<br />

After sack<strong>in</strong>g government treasuries <strong>and</strong> private pawnshops, <strong>the</strong> <strong>Red</strong> <strong>Turban</strong>s distributed part of <strong>the</strong> booty<br />

to <strong>the</strong> people to w<strong>in</strong> <strong>the</strong> hearts of <strong>the</strong> people. 91 For example, <strong>the</strong> <strong>Red</strong> <strong>Turban</strong> leader, Chen Kai wasted very<br />

little time once he had taken Foshan. In his proclamation, he promised good treatment to <strong>the</strong> local<br />

population, officials, <strong>and</strong> officers if <strong>the</strong>y offer no resistance. 92 Despite his connection with <strong>the</strong> Ti<strong>and</strong>ihui,<br />

Chen relied largely upon secular slogans to rally his followers. His call for an end to extraord<strong>in</strong>ary tax levies<br />

was a far more potent source of support than his M<strong>in</strong>g restorationism. 93 Many families were <strong>in</strong> arrears, <strong>and</strong><br />

90 Members were recruited to <strong>the</strong> Triads <strong>in</strong> a number of ways: by voluntary enlistment or persuasion, or,<br />

fail<strong>in</strong>g this, sometimes by blackmail, physical threat or kidnapp<strong>in</strong>g. See Gustave Schlegel, Thian Ti Hwui:<br />

93 Given <strong>the</strong> historical connection to <strong>the</strong> pro-M<strong>in</strong>g stance, one can assume that <strong>the</strong> <strong>Red</strong> <strong>Turban</strong> <strong>Rebellion</strong><br />

expressed a simple desire to oust <strong>the</strong> Q<strong>in</strong>g <strong>and</strong> return to M<strong>in</strong>g rule. However, when we exam<strong>in</strong>e more<br />

closely <strong>the</strong> rebel force, it is more difficult to determ<strong>in</strong>e <strong>the</strong> nature of <strong>the</strong> ideology of <strong>the</strong> rebels. With <strong>the</strong><br />

exception of <strong>the</strong> banners, <strong>the</strong>re is no explicit expression of pro-M<strong>in</strong>g sentiment <strong>in</strong> rebel confessions or o<strong>the</strong>r<br />

accounts of <strong>the</strong> mass action. For egalitarian slogan <strong>and</strong> policy of <strong>the</strong> rebels, see F.O. 931.1440 A <strong>Red</strong><br />
