companies have established take back systems under an Extended Producer<br />

Responsibility (EPR) regime. In <strong>the</strong> Philipp<strong>in</strong>es, take back systems are still <strong>in</strong><br />

<strong>the</strong>ir <strong>in</strong>fancy as <strong>the</strong>y are all voluntary <strong>in</strong> nature. As far as EPR policy is<br />

concerned, <strong>the</strong> Philipp<strong>in</strong>es is lagg<strong>in</strong>g far beh<strong>in</strong>d some its neighbors <strong>in</strong>clud<strong>in</strong>g<br />

Japan, Taiwan and South Korea. (An attempt was made by <strong>the</strong> EcoWaste<br />

Coalition and <strong>Greenpeace</strong> to kick start <strong>the</strong> discussion with <strong>the</strong> National Solid<br />

Waste Management Commission and <strong>the</strong> Environmental Management Bureau <strong>of</strong><br />

<strong>the</strong> DENR. <strong>The</strong> draft Adm<strong>in</strong>istrative Order that would have set <strong>in</strong>to motion <strong>the</strong><br />

EPR policy discussions never left <strong>the</strong> Commission or <strong>the</strong> EMB's <strong>of</strong>fices.)<br />
