The country’s percentage score <strong>for</strong> Mid-Year Review was obtained by averaging the responses to Questions 93-96 on the <strong>Open</strong><br />

<strong>Budget</strong> Questionnaire. The countries that scored 90-100 percent were placed in the per<strong>for</strong>mance category Top Per<strong>for</strong>mer, those with<br />

scores 89 percent or below, but more than 0 percent were placed in per<strong>for</strong>mance category Provides Partial In<strong>for</strong>mation, those with<br />

scores of 0 percent were placed in the category No Mid-Year Review Made Available to the Public.<br />

Year-End Report<br />

At the end of the financial year, the executive should issue a comprehensive year-end report. This<br />

document should be more than a simple financial report. Rather, it should serve as the<br />

government’s principal accountability report to its citizens — providing an update on progress in<br />

achieving the policy goals and improvements in outcomes it laid out <strong>for</strong> itself at the beginning of the<br />

year. The document should make clear the link between policy achievements and how the<br />

government spent its funds.<br />

Despite the importance of the year-end report, only nine countries surveyed provided extensive<br />

in<strong>for</strong>mation in the document. Forty-one countries provided only partial in<strong>for</strong>mation in their yearend<br />

reports, while nine countries did not issue a report at all or did not issue a report separate from<br />

the annual budget proposal <strong>for</strong> the following year.<br />
