A country’s placement in a per<strong>for</strong>mance category was determined by averaging the responses to the 91 questions on the <strong>Open</strong><br />
<strong>Budget</strong> Questionnaire related to in<strong>for</strong>mation contained in the seven key budget documents that all countries should make available<br />
to the public. The countries that scored between 81-100 percent were placed in the per<strong>for</strong>mance category Provides Extensive<br />
In<strong>for</strong>mation, those with scores 61-80 percent in Provides Significant In<strong>for</strong>mation, those with scores 41-60 percent in Provides Some<br />
In<strong>for</strong>mation, those with scores 21-40 percent in Provides Minimal In<strong>for</strong>mation, and those with scores 0-20 percent in Provides<br />
Scant or No In<strong>for</strong>mation.<br />
A total of 9 countries fall into the category of providing significant in<strong>for</strong>mation, but their<br />
per<strong>for</strong>mance is weakened by the failure to produce one or more vital documents. Botswana is one<br />
example of a country that falls into the category “provides significant in<strong>for</strong>mation.”<br />
Its per<strong>for</strong>mance was marred by its failure to issue a pre-budget statement. Similarly, Sweden’s<br />
otherwise good per<strong>for</strong>mance was weakened by its failure to issue a single, comprehensive mid-year<br />
review covering all expenditures.<br />
Other governments per<strong>for</strong>m poorly on the index due to the lack of in<strong>for</strong>mation they make available<br />
in the annual budget proposal tabled in the legislature. This was the case with many of the countries<br />
contained in the category, “provides some in<strong>for</strong>mation.” These countries included Jordan,<br />
