<str<strong>on</strong>g>SCAR</str<strong>on</strong>g> STRATEGIC PLAN 2004–2010<br />

within which to plan and manage at the nati<strong>on</strong>al<br />

level those activities that c<strong>on</strong>tribute to <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs<br />

internati<strong>on</strong>al cooperative programmes;<br />

• provide <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> committees and advisory groups<br />

with policy guidance and approved l<strong>on</strong>ger-term<br />

plans within which to organize their inter-sessi<strong>on</strong>al<br />

activities;<br />

• give the Executive <str<strong>on</strong>g>Committee</str<strong>on</strong>g> a benchmark against<br />

which to m<strong>on</strong>itor progress and performance in the<br />

implementati<strong>on</strong> of the scientific programmes;<br />

• describe <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs operati<strong>on</strong>s and make them more<br />

transparent<br />

• provide guidance for the Secretariat.<br />

The <str<strong>on</strong>g>Plan</str<strong>on</strong>g> is the product of extensive c<strong>on</strong>sultati<strong>on</strong> with<br />

Members and with <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs c<strong>on</strong>stituent bodies and key<br />

partners It will help to foster a str<strong>on</strong>g sense of commitment<br />

to the acti<strong>on</strong>s necessary for implementati<strong>on</strong>.<br />

The <str<strong>on</strong>g>Plan</str<strong>on</strong>g> is intended to help <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> to exploit its<br />

comparative advantages to make strategic choices about<br />

future directi<strong>on</strong>s. <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs comparative advantages come<br />

from its particular geographical focus, its multi-disciplinary<br />

character, its ability to work in partnership with other<br />

bodies of ICSU, n<strong>on</strong>-governmental organisati<strong>on</strong>s (NGOs)<br />

and intergovernmental bodies, and its ability to act as an<br />

independent source of advice and to provide comprehensive<br />

analyses and soluti<strong>on</strong>s of scientific and envir<strong>on</strong>mental<br />

relevance to the <strong>Antarctic</strong> Treaty C<strong>on</strong>sultative Meeting.<br />

Further comparative advantage will come about through<br />

fostering interacti<strong>on</strong>s at the interfaces between the scientific<br />

disciplines to make activities interdisciplinary rather than<br />

simply multidisciplinary. The <str<strong>on</strong>g>Plan</str<strong>on</strong>g> also provides guidance<br />

to assist Members in the formulati<strong>on</strong> of their own plans in<br />

relevant scientific fields.<br />

The <str<strong>on</strong>g>Plan</str<strong>on</strong>g> covers a six-year period (2004-10),<br />

representing three of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs biennial cycles.<br />

Progress against the <str<strong>on</strong>g>Plan</str<strong>on</strong>g> will be examined at each<br />

biennial meeting of the Delegates, and the <str<strong>on</strong>g>Plan</str<strong>on</strong>g> will be<br />

revised as appropriate following the performance review<br />

in 2008.<br />

Relevant secti<strong>on</strong>s of the <str<strong>on</strong>g>Strategic</str<strong>on</strong>g> <str<strong>on</strong>g>Plan</str<strong>on</strong>g> will be<br />

c<strong>on</strong>verted into a Implementati<strong>on</strong> <str<strong>on</strong>g>Plan</str<strong>on</strong>g>s with time lines. The<br />

work programme and budget approved by the Delegates<br />

at XXVIII <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> forms a short-term Implementati<strong>on</strong> <str<strong>on</strong>g>Plan</str<strong>on</strong>g><br />

for the initial period of the <str<strong>on</strong>g>Plan</str<strong>on</strong>g> (2002-2004).<br />

The <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> Implementati<strong>on</strong> <str<strong>on</strong>g>Plan</str<strong>on</strong>g> should include<br />

the recommendati<strong>on</strong>s by the Delegates at each of their<br />

biennial meetings for specific acti<strong>on</strong>s <strong>on</strong> selected topics<br />

(see the Recommendati<strong>on</strong>s in <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> meeting reports <strong>on</strong><br />

the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> web site).<br />

2.2 The Visi<strong>on</strong> Missi<strong>on</strong> and Main Objectives of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g><br />

By setting out the overall visi<strong>on</strong>, or rais<strong>on</strong> dʼetre, for<br />

<str<strong>on</strong>g>SCAR</str<strong>on</strong>g>, al<strong>on</strong>g with a definiti<strong>on</strong> of the missi<strong>on</strong> and main<br />

objectives, the <str<strong>on</strong>g>Plan</str<strong>on</strong>g> addresses what <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> is, does, and<br />

should do, and the reas<strong>on</strong>s why <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> does it.<br />

The visi<strong>on</strong> of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> is:<br />

“To establish through scientific research and internati<strong>on</strong>al<br />

cooperati<strong>on</strong> a broad understanding of the nature of<br />

<strong>Antarctic</strong>a, the role of <strong>Antarctic</strong>a in the Earth System, and<br />

the effects of global change <strong>on</strong> <strong>Antarctic</strong>a.”<br />

<str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs specific missi<strong>on</strong> is:<br />

“To be the leading independent organisati<strong>on</strong> for<br />

facilitating and coordinating <strong>Antarctic</strong> research, and<br />

for identifying issues emerging from greater scientific<br />

understanding of the regi<strong>on</strong> that should be brought to the<br />

attenti<strong>on</strong> of policy makers”.<br />

To achieve its missi<strong>on</strong>, <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> aims to achieve the<br />

following five Main Objectives:<br />

1. to initiate, develop, and co-ordinate high quality<br />

internati<strong>on</strong>al scientific research in the <strong>Antarctic</strong><br />

regi<strong>on</strong>, and <strong>on</strong> the role of the <strong>Antarctic</strong> regi<strong>on</strong> in<br />

the Earth system;<br />

2. to provide objective and independent scientific<br />

advice to the <strong>Antarctic</strong> Treaty C<strong>on</strong>sultative<br />

Meetings and other organizati<strong>on</strong>s <strong>on</strong> issues of<br />

science and c<strong>on</strong>servati<strong>on</strong> affecting the management<br />

of <strong>Antarctic</strong>a and the Southern Ocean.<br />

3. to facilitate free and unrestricted access to <strong>Antarctic</strong><br />

scientific data and informati<strong>on</strong>;<br />

4. to develop scientific capacity in all <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> Members,<br />

especially with respect to younger scientists, and<br />

to promote the incorporati<strong>on</strong> of <strong>Antarctic</strong> science<br />

in educati<strong>on</strong> at all levels;<br />

5. to communicate scientific informati<strong>on</strong> about the<br />

<strong>Antarctic</strong> regi<strong>on</strong> to the public.<br />

Underpinning these major objectives, and c<strong>on</strong>tributing<br />

to their success are two Cross Cutting Objectives:<br />

6. to improve the effectiveness, efficiency and<br />

flexibility of the structure, working mechanisms<br />

and practices of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>.<br />

7. to increase funding to match requirements, and to<br />

maintain a healthy funding stream.<br />

To meet these objectives <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> will adopt the strategic<br />

approaches set out in secti<strong>on</strong>s 3 through 9 of the <str<strong>on</strong>g>Plan</str<strong>on</strong>g>.<br />

3.0 The <str<strong>on</strong>g>Scientific</str<strong>on</strong>g> Challenge<br />

To meet <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs missi<strong>on</strong> to be the leading independent<br />

organisati<strong>on</strong> for facilitating and coordinating <strong>Antarctic</strong><br />

research, <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs primary objective is to initiate, develop,<br />

and coordinate high quality internati<strong>on</strong>al scientific research<br />

in the <strong>Antarctic</strong> regi<strong>on</strong>, and <strong>on</strong> the role of the <strong>Antarctic</strong><br />

regi<strong>on</strong> in the Earth system. To meet these goals <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> will<br />

take the following strategic approach:<br />

(i) generate and coordinate innovative high quality<br />

internati<strong>on</strong>al science programmes addressing key<br />

issues of global importance;<br />

(ii) provide a forum for excellence in <strong>Antarctic</strong><br />

science, and for debate <strong>on</strong> the big issues to which<br />

<strong>Antarctic</strong> science can c<strong>on</strong>tribute (climate change,<br />

oz<strong>on</strong>e hole etc);<br />

(iii) promote the establishment of regi<strong>on</strong>al and<br />

internati<strong>on</strong>al scientific networks;<br />

(iv) encourage multi-disciplinary cooperati<strong>on</strong> in<br />

relevant fields;<br />
