To improve communicati<strong>on</strong>s internally, Chief Officers<br />
of SSGs are invited to attend Executive <str<strong>on</strong>g>Committee</str<strong>on</strong>g><br />
meetings, as ex officio members. <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> is making effective<br />
use of e-mail as a primary means of communicati<strong>on</strong>, and<br />
will utilise a system of List Servers to facilitate the passing<br />
of informati<strong>on</strong> to the different elements of the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g><br />
community.<br />
<str<strong>on</strong>g>SCAR</str<strong>on</strong>g> urges Nati<strong>on</strong>al <str<strong>on</strong>g>Committee</str<strong>on</strong>g>s to raise awareness<br />
of the importance of <strong>Antarctic</strong> science by organizing<br />
C<strong>on</strong>ferences or Symposia <strong>on</strong> <strong>Antarctic</strong> science, and<br />
drawing attenti<strong>on</strong> to the relevance of that science to major<br />
issues of public c<strong>on</strong>cern.<br />
Recognising that English is the language of<br />
communicati<strong>on</strong> in <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>, <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> papers should be<br />
presented in Plain English, using simple direct language.<br />
At Delegates meetings key working documents should be<br />
projected from a computer <strong>on</strong>to a screen at the time the<br />
document is being discussed. To facilitate understanding<br />
documents should be made available well in advance.<br />
Given the limitati<strong>on</strong> <strong>on</strong> resources available to the<br />
<str<strong>on</strong>g>SCAR</str<strong>on</strong>g> Secretariat, where Members feel that translati<strong>on</strong>s<br />
would be desirable it would be helpful if individual<br />
Members would offer to translate documents <strong>on</strong> behalf<br />
of others where they share a comm<strong>on</strong> language (e.g. such<br />
as Spanish).<br />
SSG Acti<strong>on</strong> Groups and Expert Groups and <str<strong>on</strong>g>Scientific</str<strong>on</strong>g><br />
<strong>Research</strong> Programmes Groups are encouraged to publish<br />
the results of their activities, with scientific results<br />
preferably in the peer-reviewed literature. Where results<br />
are published in technical reports, digests should be<br />
published in the peer-reviewed literature. Publicati<strong>on</strong>s<br />
should acknowledge the c<strong>on</strong>tributi<strong>on</strong> of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> and where<br />
appropriate include the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> logo. Publicati<strong>on</strong>s should<br />
be listed in the biennial reports of the SSGs.<br />
8. <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> Organizati<strong>on</strong> and Management<br />
One key cross-cutting objective is to improve the<br />
effectiveness, efficiency and flexibility of the structure,<br />
working mechanisms and practices of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>.<br />
In order to ensure that <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> can discharge its<br />
resp<strong>on</strong>sibilities in a timely fashi<strong>on</strong> it requires efficient<br />
and effective organisati<strong>on</strong>. <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs organisati<strong>on</strong> was<br />
a focus for the 2000 Review, which made a number of<br />
recommendati<strong>on</strong>s <strong>on</strong> organisati<strong>on</strong> (Annex 3) that have<br />
been largely carried out.<br />
8.1 <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> Structure<br />
In 2002, <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> was reorganised into the structure<br />
shown in Annex 4, so as to give <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> the ability to<br />
resp<strong>on</strong>d more quickly and flexibly to new scientific<br />
opportunities and problems. The new system provides<br />
<str<strong>on</strong>g>SCAR</str<strong>on</strong>g> with a number of mechanisms that can be matched<br />
to the urgency and importance of each activity, ranging<br />
from quick turn-around studies to sustained l<strong>on</strong>g-term<br />
research and data management programmes. This will<br />
enable <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> to resp<strong>on</strong>d with appropriate speed to external<br />
stimuli.<br />
How <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> works is covered in depth in the revised<br />
C<strong>on</strong>stituti<strong>on</strong> and Rules of Procedure, which are available<br />
<strong>on</strong> the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> web site.<br />
In brief, <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> is governed by the Nati<strong>on</strong>al Delegates,<br />
who meet biennially to determine <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> policy and<br />
strategy. The Delegates elect from am<strong>on</strong>gst themselves<br />
a President and four Vice-Presidents, who, together with<br />
the Immediate Past President, c<strong>on</strong>stitute the Executive<br />
<str<strong>on</strong>g>Committee</str<strong>on</strong>g>, which is resp<strong>on</strong>sible for c<strong>on</strong>ducting the dayto-day<br />
administrati<strong>on</strong> of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> with the aid of the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g><br />
Secretariat.<br />
Management of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs scientific business is the<br />
resp<strong>on</strong>sibility of the Delegatesʼ <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> <str<strong>on</strong>g>Scientific</str<strong>on</strong>g><br />
Affairs, which is resp<strong>on</strong>sible for oversight and approval<br />
of the activities of the three Standing <str<strong>on</strong>g>Scientific</str<strong>on</strong>g> Groups<br />
(Geosciences, Life Sciences, and Physical Sciences).<br />
The SSGs in turn are resp<strong>on</strong>sible for the development<br />
and management of the <str<strong>on</strong>g>Scientific</str<strong>on</strong>g> <strong>Research</strong> Programmes<br />
and associated activities carried out by Acti<strong>on</strong> Groups and<br />
Expert Groups, as described in secti<strong>on</strong> 3, above. SRPSs<br />
will be developed by <str<strong>on</strong>g>Scientific</str<strong>on</strong>g> Programme <str<strong>on</strong>g>Plan</str<strong>on</strong>g>ning<br />
Groups, then, <strong>on</strong>ce the programmes have been approved<br />
by Delegates, they will be implemented by <str<strong>on</strong>g>Scientific</str<strong>on</strong>g><br />
Programme Groups. Terms of Reference and membership<br />
of the SSGs and related groups are given in Annexes to<br />
the Rules of Procedure. This part of the new structure is<br />
intended to enable <str<strong>on</strong>g>SCAR</str<strong>on</strong>g> to be more effective in addressing<br />
interdisciplinary science and in integrating its activities<br />
with other internati<strong>on</strong>al and global programmes.<br />
Other aspects of <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>ʼs affairs are the resp<strong>on</strong>sibility of<br />
the Delegatesʼ <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Outreach and Administrati<strong>on</strong>,<br />
which is resp<strong>on</strong>sible for oversight and approval of the<br />
activities of the Standing <str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> the <strong>Antarctic</strong><br />
Treaty System (described in secti<strong>on</strong> 4, above), the Standing<br />
<str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> Finance, and the <str<strong>on</strong>g>SCAR</str<strong>on</strong>g>-COMNAP Joint<br />
<str<strong>on</strong>g>Committee</str<strong>on</strong>g> <strong>on</strong> <strong>Antarctic</strong> Data Management (JCADM)<br />
(described in secti<strong>on</strong> 5 above).<br />
The allocati<strong>on</strong> of specific resp<strong>on</strong>sibilities to members<br />
of the Executive <str<strong>on</strong>g>Committee</str<strong>on</strong>g> will serve to increase its<br />
effectiveness in managing inter-sessi<strong>on</strong>al business. For that<br />
reas<strong>on</strong>, the Chairs of the two Delegatesʼ <str<strong>on</strong>g>Committee</str<strong>on</strong>g>s will<br />
be Vice Presidents of the Executive <str<strong>on</strong>g>Committee</str<strong>on</strong>g>. As noted<br />
