congestion, thereby reducing the quality of life in affected communities and increasing costs to residents and taxpayers in a number of ways. Providing homeownership opportunities and attainable rents in the City of Satellite Beach will help working families and individuals live near their jobs. Enabling the City’s governmental (police, fire, municipal, teachers, etc.), healthcare, and service industry workers to live in the City will add to the sense of community in Satellite Beach. These workers and their families will be more likely to volunteer their time for programs and events and help promote civic pride in the City. In addition, as the City strives to increase a diversified tax base by encouraging new businesses to locate in Satellite Beach, these potential businesses could view the lack of attainable local housing for their workforce as a possible deterrent to locating in the City. Developing a comprehensive program to help foster the development of workforce housing in the City could help increase the commercial tax base. However, as the City works to address the issue of workforce housing, probably the single greatest factor in the City’s ability to provide programs, incentives, or plans will be the lack of available developable land in which to implement any of these strategies, as they typically occur as a component of new development. But as existing housing and residential development is redeveloped, programs, incentives, or plans can be implemented at that point. Subsidized Units There are no subsidized rental projects for low income residents within the City of Satellite Beach. In addition, the City of Satellite Beach does not operate any of its own local programs. The Shimberg Center for Affordable Housing recorded affordable housing units in areas where it is most needed. Presently, with the City 98% built-out and without a documented need for subsidized housing, the City will continue to coordinate with the County and participate in the county-wide Community Development Block Grant Program. Historically Significant Housing There are no known historical structures within the City of Satellite Beach. No such structures are listed on the Florida Master Site File at the Florida Department of State, Division of Historical Resources. In addition, neither the County nor the City identified historically significant housing within the City. Economic Characteristics of Housing The most important considerations in analyzing the economic characteristics of housing are: the ratio of housing cost to household income of the housing market population (affordability); the range of housing types and value/cost to assure housing opportunities for persons and families in various income groups (accessibility); and the ability of the private sector to provide housing in response to market demand (availability). The higher housing cost in Satellite Beach is largely Housing Element Data and Analysis 3-6
due to the higher land values commonly associated with an oceanfront community having a high level of living amenities. Those who elect to live in communities having such amenities obviously do so as a matter of choice. The private sector’s ability to provide marketable housing of various types (even though at a higher cost than at other locations in Brevard County) at a rate which has led to the nearly complete development of the City indicates responsiveness to market conditions. Mobile Homes Mobile homes, while considered an appropriate housing alternative in some communities, are not suitable for a barrier island community where potential storm hazards would represent a threat to the safety and security of residents. For this reason, Satellite Beach has not permitted installation and occupancy of additional mobile homes except for security employee housing on County School Board and library properties to provide round-the-clock security. Summary The physical condition of housing in Satellite Beach meets high standards of quality, appearance, and economic value. Residential neighborhoods are generally free of blighting influences and conditions which impair stability. The section of this Comprehensive Plan entitled Community Appearance analyzes conditions and identifies activities to enhance neighborhoods and ensure adequate maintenance levels for residential areas.
