Post Disaster Redevelopment - The City has completed a Post Disaster Redevelopment Plan in response to Rule 9J-5, FAC requirements. In so doing, the City continues to coordinate its efforts with adjacent local governments. Sanitary Sewer, Solid Waste, Drainage, Potable Water and Natural Groundwater Aquifer Recharge Solid Waste - The City should coordinate with the County Commission in identifying alternative landfill sites. Potable Water - The City should increase its efforts to obtain data from the City of Melbourne relating to potable water quality. Sanitary Sewer - The City should continue close coordination with Brevard County Water Resources Department on all issues related to central sewer facilities and the replacement/repair of any failing sewer lines within the City. Drainage (General) - The City should continue to apply standards and strategies contained in the Indian River Lagoon National Estuary Program to the drainage system attributes in Satellite Beach. Traffic Circulation The City recognizes the need to continue to work with local and regional transportation facility and service providers to secure implementation of those items which are critical to the City’s interests as they relate to SR A1A and South Patrick Drive (SR 513). Current Government Structure The elected City Council, consisting of a Mayor and four Council members, establishes municipal government policies and approves the annual budget. The City Manager, appointed by the City Council, is responsible for the administration of all phases of municipal government and heads an organization of City officials and departments. This organization consists of: Administration Department Building and Zoning Department Finance Department Fire/Rescue Department Police Department (Civil Defense) Public Works Department Recreation Department Community Development The City Manager is a full-time City employee and he directs a staff of full-time and part-time, paid employees. The City Attorney and the City Engineer report directly to the City Council. They serve both the City Council and the City Manager in a consulting capacity and are compensated for their services on a time and material basis. Except for the two Retirement Boards (which include employees), the City’s boards/committees are composed of citizen volunteers appointed by the City Council; each board/committee is also assigned a Council member to be liaison between the board/committee and the Council. By Florida Statute, the Board of Adjustment and the Code Enforcement Board are autonomous, and certain decisions of the Retirement Plans Board are not subject to approval or disapproval by the Council.
