INTERGOVERNMENTAL COORDINATION ELEMENT Introduction The following Boards and Committees currently make up the City of Satellite Beach governmental structure: Beautification Board; Board of Adjustment; Code Enforcement Board; Community Redevelopment Agency Advisory Committee; Comprehensive Planning Advisory Board; General Employee Retirement Plan Board of Trustees; Library Board; Planning and Zoning Advisory Board; Police Officers and Firefighters Retirement Plan Board of Trustees; Recreation Board; and the Samsons Island Nature Park Committee. Intergovernmental Coordination - Entities and Mechanisms The City of Satellite Beach continues to utilize a mix of coordination activities with its neighboring communities, Brevard County and the State of Florida. Current coordination activities with respect to specific agencies, relationships and mechanisms are listed in Table 7-1. Impact of Coordination Efforts The City continues to take an active role in coordinating activities with other governmental agencies and entities. Agreements continue to exist between the City and infrastructure service providers. This includes agreements between the City, County, and the Utilities Division of the City of Melbourne and Cocoa and Cocoa Beach, where centralized billing, distribution and collection services for water, sewer and solid waste disposal is provided. City property taxes continue to be collected by the County and returned to the City. As outlined in the evaluation of the Recreation and Open Space Element, informal coordination activities exist between the City of Satellite Beach, the County, and neighboring communities with respect to the provision of recreation facilities and services. Opportunities for Improved Coordination The following is a list of areas in which additional coordination with other entities/agencies would be beneficial to the City: Coastal Management/Conservation Hurricane Evacuation - Governmental entities within Evacuation Zone “6”, Patrick Air Force Base, and Brevard County Emergency Management must continue to pressure state and county agencies to address the potential deficiency that exists on Pineda Causeway capacity.
