Ms. Barker’s appears to make very good decisions. She implements the changes necessary so her
department will function at a high level. She identifies city processes which are not working
well and offers innovative solutions.
Ms. Barker sends Council emails about upcoming projects. She requests individual meetings
with each Council member when appropriate. Her communications with the Council are very
good. She also works well with members of the public both in one on one and group settings.
The City has attempted to reconstruct parts of a low income neighborhood. Ms. Barker
assembled a team to develop ideas and secure grants. They effectively revamped the area. Ms.
Barker solves problems and has good financial skills. With budget constraints, city employees
tend to be overworked and understaffed, but she still manages to complete her work in a timely
fashion.
When angry citizens come to City Hall Ms. Barker greets them with a smile and calmly works
with them. Ms. Pritchett is not aware of anything in Ms. Barker’s background that would be
considered embarrassing by an employer.
Ms. Pritchett would hire Ms. Barker and does not want her to leave Titusville. She will be a
good local government CEO.
