BACKGROUND
Bald Head Island is a vacation home destination located off the North Carolina coast. The Island
is only accessible via a 20-minute ferry ride which has helped preserve the unique character and
quality of the Island. The Island has historical significance as the location of North Carolina’s
oldest lighthouse (commissioned by Thomas Jefferson) and has ecological significance as a
nesting home for sea turtles. Bald Head Island is home for approximately 200 permanent
residents and swells with 8,000 visitors during the height of tourist season. The Island economy
is driven by tourism, which sustains a quality recreational club and golf course, private beach
club and spa, several restaurants, shops and stores. Property owners participate in the
community through the local historical society, conservancy and various homeowners’
associations.
The Village of Bald Head Island is a full-service organization providing planning, water and
wastewater, parks and recreation, public works, shoreline protection, and public safety (Police,
Fire, and Paramedic Svc). The annual budget is approximately $13M. The Village has 50 full
time employees led by eight department heads, reporting directly to the Manager.
The three most significant issues facing the Village of Bald Head Island are:
Shoreline Protection: The Island sits immediately adjacent to a federal shipping channel
on the Cape Fear River and as a result suffers considerable non-natural erosion.
Maintenance of the channel falls under the purview of the US Army Corps of Engineers,
who have struggled to find funding to do the work necessary to meet their obligations
