For Martinez, the city's status as the state's second-largest is a big bonus when it comes to the
future.
"When the economy turns around, we're going to be a front-runner that developers want to come
to," he said. "The future's so bright, we're going to have to wear sunglasses."
In the meantime, officials are content to wait for economic conditions to improve and to be ready
for growth when it comes.
"We're a small town in a cocoon ready to grow," Martinez said.
