pollutants and rendered unsafe to drink in the past.
Harmony has a safe source of water in Little Connoquenessing Creek.
A consultant hired by the state Department of Environmental Protection to evaluate the merger's
feasibility recommended that a new water supplier be created to take over the two serving the
two boroughs, and that water be piped from Harmony's water source to Zelienople's treatment
plant.
On Monday, Zelienople council members discussed a portion of the feasibility study that
pertained to financing.
The study, which was described as incomplete and not ready for release to the public, was certain
on at least one aspect: Public funding is needed to make the merger worthwhile.
"If the money's not available, the project doesn't get off the ground," said Councilman Drew
Mathew, Zelienople's representative to a committee that has been working on the merger.
Among other costs, the new water supplier would have to pay Zelienople about $7 million for its
water system and Harmony, $1.5 million.
Low-interest state loans would also be needed for the proposed financial plan, Marcinko said.
