SWORN STAFFING LEVELS<br />

<strong>The</strong> <strong>Satellite</strong> Beach Police Department has 21-sworn police <strong>of</strong>ficers to serve a<br />

population <strong>of</strong> just under 11,000 residents. <strong>The</strong> agency has three sworn<br />

administrators - the Police Chief, one Commander and one Lieutenant, who<br />

supervise the various divisions within the agency. <strong>The</strong>se divisions include Patrol,<br />

Criminal Investigations, Communications, Resource Officers, Records, Evidence,<br />

Administrative Support, and Pr<strong>of</strong>essional Standards. Every aspect <strong>of</strong> police work<br />

involves high-risk, rapidly evolving situations. <strong>The</strong>re are requirements for extensive<br />

legal knowledge, quick thinking, decisive actions, and the need for competent and<br />

constant supervision. A solid, ongoing training program is a critical necessity to<br />

protect the <strong>of</strong>ficers, the agency, and the city from legal challenges. Sworn staffing<br />

levels are determined by a number <strong>of</strong> factors. Nearly every call for service has the<br />

potential for danger and puts <strong>of</strong>ficers at risk. Officer safety is <strong>of</strong> paramount<br />

concern and back-up <strong>of</strong>ficers must be available when dealing with a high<br />

percentage <strong>of</strong> calls for service and traffic stops. While there are no legal guidelines<br />

for the number <strong>of</strong> <strong>of</strong>ficers required by an agency, there a variety <strong>of</strong> methods to<br />

determine the appropriate number <strong>of</strong> police <strong>of</strong>ficers and supervisors needed to<br />

efficiently and safely service a community.<br />

Police Staffing Philosophies<br />

International Association <strong>of</strong> Chiefs <strong>of</strong> Police (IACP) Recommendation<br />

Objectives <strong>of</strong> the IACP patrol staffing allocation, deployment, scheduling,<br />

and productivity studies include any or all <strong>of</strong> the following to determine the<br />

number <strong>of</strong> field patrol <strong>of</strong>ficers and supervisors currently required to enable a<br />

department to at a minimum:<br />

Respond to calls for service 24/7<br />

Promote <strong>of</strong>ficer safety at all times<br />

November 2010 – Suspect Gabriel Fields murders his girlfriend at 305 Grant Ave., and shoots several<br />

occupants in the residence. Officers enter the home while shooting in ongoing and ERT member is forced to<br />

shoot and kill the suspect, saving the other victims still in the house.<br />

June 10, 2010 – Arrest <strong>of</strong> 3 suspects for attempted armed home invasion in Pelican Coast. Suspects armed<br />

with handguns, duct tape, rope. Confessed to being captured just prior to carrying out serious, violent crime.<br />

July 19, 2009 - Two suspects, one armed with a hang gun and one with a rifle apprehended following armed<br />

robbery at McDonalds.<br />

July 26, 2008 - Armed robbery- Bank <strong>of</strong> America. Suspects arrested were robbing patrons at the ATM<br />

May 27, 2008 – Arrest <strong>of</strong> man who approached and attacked woman laying on the beach at Magellan Ave.<br />

beach access in broad daylight with her 5-year old son present.<br />

2008 - Cold Case homicide reopened on missing/murdered city resident Randy Johnson.<br />

July 21, 2004 - Arrest <strong>of</strong> on the run murder suspect Mikal Mahdi, wanted for murdering a store clerk and a<br />

police <strong>of</strong>ficer in S.C. Suspect stated he would have killed our <strong>of</strong>ficers to avoid capture had he not been<br />

scared by our police k-9 forcing him to drop his assault rife and flee on foot.<br />

Emergency Response Team deployed 9 times, successfully end 4 <strong>of</strong> 4 hostage situations without harm to<br />

victims, <strong>of</strong>fenders, or <strong>of</strong>ficers.<br />

Officer Training Program<br />

<br />

<strong>The</strong> <strong>Satellite</strong> Beach Police Department’s commitment to <strong>of</strong>ficer safety begins with<br />

<strong>of</strong>ficer training. Every member <strong>of</strong> the <strong>Satellite</strong> Beach Police Department has received<br />

training certificates in areas our agency administrators believe will assist in them in<br />

providing the best possible services to the community. In-house training occurs nearly<br />

every month utilizing our own Florida Department <strong>of</strong> Law Enforcement Certified<br />

Instructors. Patrol Officers receive advanced training in a variety <strong>of</strong> disciplines<br />

including, <strong>of</strong>ficer safety, traffic enforcement and education, and drug recognition. Our<br />

criminal investigators attend numerous advanced courses on search and seizure,<br />

interview techniques, death investigation, and crime scene processing. Our<br />

department conducts mandatory training meetings once every two months where<br />

supervisors discuss critical issues. Following the supervisors meeting, the entire<br />

department meets for a brief training sessions and discussions on crime trends,<br />

problem areas, and traffic problems. Directed patrols are assigned to address traffic<br />

violation complaints, and feedback is received from the <strong>of</strong>ficers on what enforcement<br />

tactics are effective and what areas must be addressed. Policies are reviewed and top<br />

producers are recognized. <strong>The</strong>se bi-monthly meetings are an excellent<br />

communication and training tool and ensure all members have clearly defined goals<br />

and expectations.<br />
