A message from <strong>Fire</strong> Chief Donald Hughes<br />

I am pleased to present the <strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong>’s 2010<br />

Annual Report. This report provides the community of <strong>Satellite</strong> <strong>Beach</strong><br />

with a snap shot of our department’s activities over the past year. During<br />

the past year, <strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> had many successes that<br />

made the community of <strong>Satellite</strong> <strong>Beach</strong> shine throughout the State of<br />

Florida and the Country. They include:<br />

and visitors the quickest response time possible. The<br />

department adheres to the strictest response time<br />

requirements based on the American Heart<br />

Association’s response time for cardiac arrest victims,<br />

the American College of Emergency Physician’s<br />

response time for trauma victims, and the National<br />

<strong>Fire</strong> Protection Association Standard-1710 for<br />

response to fire and medical emergencies.<br />

Emergency Medical Services<br />

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> provides<br />

Advanced Life Support (ALS) care by crosstraining<br />

its <strong>Fire</strong>fighters as EMT’s and Paramedics.<br />

<strong>Fire</strong>fighter Paramedics are assigned to each of the<br />

<strong>Department</strong>s Response Units and provide<br />

Advanced Life Support Care around the clock.<br />

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> responded to<br />

over 920 Medical/Trauma emergencies in 2010<br />

with over 1000 patient contacts.<br />

Community Health and Injury Prevention<br />

Overview<br />

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> provides two<br />

services that have positively impacted the<br />

community through a Senior Fall Prevention<br />

and Community Health Medic Program.<br />

Senior Fall Prevention<br />

The Senior Fall Prevention Program provides<br />

the opportunity to engage our senior adults in<br />

a way that educates and provides them with<br />

the resources to make their home safe and<br />

livable. In 2009, the <strong>Department</strong> had over 300<br />

direct contacts with seniors through mailing of<br />

informative fall prevention guides, phone call<br />

follow up of past EMS patients, providing an inhome<br />

safety survey and modification assistance<br />

program.<br />

Community Health Medic Program<br />

The Community Health Medic Program has two distinct components. The first component provides<br />

in-home health maintenance assessment to older adults who have chronic medical conditions yet<br />

are self managed and do not qualify for home health services. In 2010 the Community Health Medic<br />

made 220 in-home assessments. During this time frame many of the participants experienced a<br />

decrease in their health status but it was discovered during the in-home visit and each of the<br />

participants were able to alleviate life threatening medical conditions.<br />

The second component of the program is the Flu and Pneumonia vaccination program. <strong>Satellite</strong><br />

<strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> established cooperation agreement with VaxCare. The <strong>Department</strong><br />

administered vaccines at the Station, during community events and at local business. One such<br />

business was Lighting Science who paid for every employee to receive a Flu or Pneumonia<br />

vaccination at their work site. This program generated over $2,300 in net revenue for the City.

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong>s <strong>Fire</strong> Prevention<br />

Program is completed by State Certified <strong>Fire</strong><br />

Inspectors. <strong>Fire</strong> Prevention Inspections are<br />

conducted annually on all commercial structures and<br />

businesses, and on all multi-family living units<br />

(Apartments and Condominiums). This is required by<br />

<strong>Satellite</strong> <strong>Beach</strong> City Code, and the Florida <strong>Fire</strong><br />

Prevention Code. During the calendar year 2010, the<br />

<strong>Fire</strong> Prevention Bureau conducted 267 inspections<br />

and plan reviews and issued 281 recreational fire<br />

permits.<br />

Starting in October of 2009, <strong>Fire</strong> Inspections was<br />

transferred to the Building Inspector who was also<br />

certified as a <strong>Fire</strong> Inspector 1. The management of<br />

<strong>Fire</strong> Prevention by State Statute remains under the<br />

<strong>Fire</strong> <strong>Department</strong>, however as a cost reduction<br />

strategy, the <strong>Department</strong> consolidated functional<br />

services.<br />

<strong>Fire</strong> Inspections was consolidated with the Building<br />

Inspector position and the <strong>Fire</strong> Marshal position was<br />

consolidated with the <strong>Fire</strong> Operations Commander<br />

position. This consolidation saved the City<br />

approximately $32,000 a year.<br />

Community Outreach<br />

Public Education<br />

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> provides public<br />

education services to the community. The types<br />

of programs offered include Cardio-Pulmonary<br />

Resuscitation (CPR), First Aid, <strong>Fire</strong> Extinguisher<br />

use and safety, child safety programs and many<br />

other special requests. In 2010, we completed<br />

75 special activities request for public<br />

appearances or classes, educated and trained<br />

180 citizens in CPR and First Aid which generated<br />

net revenue of $1,380.00.<br />

Community Outreach.<br />

<strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong> <strong>Department</strong> created the <strong>Satellite</strong> Cares program with the help of <strong>Satellite</strong> <strong>Beach</strong><br />

Women’s Club. This program has assisted families in need here in our community and in South<br />

Brevard. Through varied activities such as toy collection, gift card collection, food box collection,<br />

the Angel Food Ministries and for the first time Breast Cancer Awareness, the <strong>Department</strong> raised<br />

and distributed over $10,000 in food, toys, and donations to our community.


Training and Education<br />

Training Hours<br />

In 2010, <strong>Satellite</strong> <strong>Beach</strong> <strong>Fire</strong>fighters completed<br />

over 1,114 hours of combined training and<br />

education. Specialized Classes such as Advanced<br />

Emergency Medical Care, <strong>Fire</strong>fighter Survival<br />

and Live <strong>Fire</strong> Training, are accomplished with<br />

their assigned shift and Captain in order to<br />

develop excellent team skills.<br />

grant from the <strong>Department</strong> of Homeland<br />

Security to train and equip <strong>Satellite</strong> <strong>Beach</strong><br />

<strong>Fire</strong>fighters to respond to Structural Collapse,<br />

Confined Space, Trench, Advanced Extrication<br />

and Water / Surf Rescue emergencies. This grant<br />

enabled <strong>Satellite</strong> <strong>Beach</strong> to enhance our services<br />

to the citizens of our community.<br />
